HomeMy WebLinkAboutNARRATIVE - 12.01.21 - 21-00958 - Yellowstone Resort (Rexburg 32) - RPRXBCA0014217 - Plat 208-522-1223| Horrocks.com 2194 Snake River Pkwy., Suite 205, Idaho Falls, ID 83402 November 30, 2021 Planning Department 35 N 1st East Rexburg, ID 83440 SUBJECT: Plat Submittal – Yellowstone Resort Dear Planning Department, On behalf of Yellowstone Properties, LLC, Horrocks Engineers is pleased to submit the plat for the Yellowstone Resort project (previously referred to as the Rexburg 32 project). The site is generally located West of S Frontage Rd and South of W 2000 S. A Comprehensive Plan Amendment which changed the site’s designation from LDR1 to MDR1 was recently approved by City Council. Also approved, was a Rezone Application which changed a portion of the site’s zone from LDR2 to CBC. The plat contains 5 lots and includes a total of 20.314 acres. Lot 1 is to be conveyed to the City of Rexburg pursuant to the Owners Dedication on Sheet 2 of the plat. Lot 2 is a non-buildable lot for maintenance of the current irrigation system. PROPOSED PROJECT We are requesting approval of the plat to allow our client to proceed with the development of Yellowstone Resort. EXISTING LAND USES The existing land use is agricultural. ADJACENT PROPERTY USES AND ZONE Agricultural: Parcels to the South (RP06N40E180015 and RP06N40E180017) are zoned Transitional Agriculture. Commercial: Parcels to the East (RPR6N40E173008 and RPR6N40E173012) are zoned Community Business Center. Parcels to the Northeast (RPR4MCS0010010 and RPR4MCS0010010) are zoned Regional Business Center. 2 COMPLIANCE WITH COMPREHENSIVE PLAN This project speaks to several Land Use Goals and Objectives shown below, from ensuring that the design is consistent and compatible with the surrounding Community Business Center zoned adjacent properties to complying with the existing pattern of development. The City of Rexburg’s Comprehensive Plan states that,”…Rexburg welcomes visitors and tourists and is uniquely situated to build upon tourism as a contributor to its economic base. The city strives to attract business that will serve the needs of the residents and tourists…” The proposed project does just that. It should be noted that the proposed project also includes two parks and one dog park which further speaks to the Land Use Goals and Objectives. Chapter 6, #1: Preserve the high quality of life that currently exists in Rexburg and strengthen the image of the city as “America’s Family Community.” This project directly aligns with each of the below Chapter Goals: 1. Objective 1.1: Through the use of zoning, planning and land use encourage future development and growth to occur in an orderly and planned fashion that fosters a sense of community and neighborhood connection. 2. Objective 1.2: Aspire to provide for a graduated transition between the land uses of the City of Rexburg, Sugar City, and unincorporated County and agricultural lands. 3. Objective 1.4: As appropriate, protect the quality of existing residential neighborhoods, ensure new residential development is of high quality, and provides a variety of housing opportunities to meet the needs of all Rexburg residents. Chapter 6, #2: As appropriate, preserve key natural and open spaces, maintain and enhance existing park spaces, and promote development of additional park spaces to meet growing demands. This project directly aligns with each of the below Chapter Goals: 1. Objective 2.2: Aspire to become a city where all residents, including those not able to drive, the ability to access parks, open spaces, and community amenities. Chapter 6, #3: Encourage the efficient use of land, public infrastructure, and tax dollars. This project directly aligns with each of the below Chapter Goals: 1. Objective 3.1: Minimize capital improvement costs to the City by encouraging new development to occur near similar developments or existing infrastructure systems where possible. Chapter 10, #1: Aspire to a goal for all Rexburg residents to have adequate access to high-quality, clean, and safe park and recreation facilities. This project directly aligns with each of the below Chapter Goals: 1. Objective 1.1: Maintain, and when possible, further develop existing parks and green space areas throughout the City. 2. Objective 1.2: Plan for the development of additional park spaces as the City grows to ensure all Rexburg residents have convenient access to parks. a. Policy: Encourage developers to set aside park space in areas of new development. 3 Note: “The City should work with developers to have smaller park spaces designed into subdivisions, and ensure that homeowner association fees and programs are established for park maintenance.” CONCLUSION Horrocks Engineers is pleased to submit this plat and associated documents to the Rexburg Planning & Zoning Department and Public Works Department for review.
