Change to Comprehensive Plan Designations Chart &
Comprehensive Plan Map Update
1. July 27, 2021,An application was received for amendments to the Comprehensive Plan Map
and to add the Form-Based Designation to the chart from the City of Rexburg.

2. August 5, 2021, Staff Reviews were completed.
3. August 5, 2021,Notice was sent to the newspaper to be published on August 17'' and
August 24 h, 2021.
4. September 2, 2021,Alan Parkinson presented the application to the Planning& Zoning
Commission.

Center, and Residential. Change all parcels from S 2nd W to S 2nd E and W 2nd S to E 1St N from
Commercial/Mixed Use and MDR1-HDR2 M-Alan Parkinson
Applicant Presentation: The change in the Comprehensive Plan Map for the Downtown
District will be established. This includes twelve blocks from S 2nd W to S 2nd E and W 2nd S to
E 1St N. The Downtown District will be the City-Center,Form-based code. Staff
recommends this request to the Commission and then to City Council for approval.
Commissioner Questions: Bruce Casper asked what will happen if I have a house in the
area? Alan answered anything that exists in this area would be grandfathered in. Only at
time of a major change will the form-based code apply for commercial and residential.
Aaron said because this application covers so many properties,was it published in the
newspaper? Alan answered the notification was in the newspaper and on social media.
Social media is another way to get the information out to the public, so they are aware of
what is happening.

Vincent Huber—76 W Main—His concern was about what would be grandfathered in. He
asked how the three stories were measured. Is this above ground for a residential place?
Alan answered the stories are measured above ground level; a basement is not counted.

of the hearing at 6:42PM.

interest or if they have been approached by any parties relative to this particular subject. If
you believe your prior contact with respect to this subject has created a bias,you should
recuse yourself, otherwise at this time please indicate the nature of your conversation or
contact. None.
Commissioner Discussion: Jim said this is good and goes along with what the
Commission is trying to accomplish.
MOTION: Recommend City Council approve the Comprehensive Plan Map and
text amendments for form-based code for all parcels from S 2nd W to S 2nd E and W 2nd S
to E Pt N, because the request fits well with the direction we want to see the City go.,
Action: Approve, Moved by Jim Lawrence, Seconded by Aaron Richards.

5. September 15, 2021, the application was presented to City Council by Alan Parkinson, City
Planner.
Planning& Zoning Recommendation to Approve a Comprehensive Plan Map Amendment
to Add City Center Form Based Code to the Summary Table of Appropriate Land Uses to
the City Center,Form-Based Code Designation with Allowed Transect Zoning of Core,
Main Street, City Center, and Residential. Change all parcels from S 2nd W to S2 d E and W
2nd S to E 1"N from Commercial/Mixed Use and Medium Density Residential 1 (MDR1) —
High Density Residential 2 (HDR2) #21-00579. Designated as Resolution 2021-09 if
motion passes—Alan Parkinson
Administrator Parkinson reported that he followed up on the problem brought before
council at the last meeting regarding addresses for the business in the alley next to City Hall.
He met with the address committee and found out that the alleys cannot be given addresses.
Administrator Parkinson reviewed the changes to the Comp Plan. The downtown district
will be changed to the form-based center. They are changing MDR1 to HDR2 with some
commercial and mixed use and it will all become the form-based designation.
Council Member Mann moved to approve Comprehensive Plan Map Amendment to Add
City Center Form Based Code to the Summary Table of Appropriate Land Uses to the City
Center, Form-Based Code Designation with Allowed Transect Zoning of Core,Main Street,
City Center, and Residential. Change all parcels from S 2nd W to S2 d E and W 2nd S to E 1"
N from Commercial/Mixed Use and Medium Density Residential 1 (MDR1) —High Density
Residential 2 (HDR2) #21-00579. Designated as Resolution 2021-09 if motion passes;
Council Member Wolfe seconded the motion;Mayor Merrill asked for a vote:
