Brandon Brown said he is BYU-Idaho student and is hosting an event at Gator Jacks on October 30th to celebrate Halloween. He asked if there is a permit, he needs from the city to host
the event. Mayor Merrill explained there is public gathering permit the city has that needs to be filled out to inform the Fire and Police Departments of the location of the gathering.

Council Member Mann did not attend the meeting. City Clerk Lovejoy said the museum is only open on Saturday from 10:00 A.M. to 4:00 P.M. during the fall and winter months.

Council President Busby did not attend the meeting. Mayor Merrill reviewed a list of up-coming Cultural Arts Events sponsored by the Rexburg Cultural Arts Department.

Mayor Merrill encouraged everyone to attend the events. He mentioned the M.U.S.I.C. committee will be meeting on Tuesday, October 26th at 3:00 P.M.
C. Council Member Walker: MYAB · Traffic & Safety
Council Member Walker reported the MYAB met last week and will meet again this coming Thursday to review the skits they are preparing to perform at the local elementary schools. The
purpose of their skits are to encourage safety during trick or treating for Halloween. The Traffic and Safety did not meet because they didn’t have a quorum.
Council Member Flora mentioned the Fry 4 All event:

Purchase your Fry For All Card here and pickup at The Museum of Rexburg. This event runs from Oct. 15 - Nov. 30.
Present this card at any of the participating restaurants for a FREE order of classic fries. After visiting all locations, scan the QR code to vote for Rexburg’s best local fries and

Council Member Johnson: Trails · Beautification · Free Clinic Board
Council Member Johnson reported she met with city staff to discuss possible locations for trails. They also discussed apply for grants to fund the new trails. She said it takes a lot
of time and patience to receive the funding for new trails. The Beautification Committee has not met and do not have much going on during the winter months. The Rexburg Free Clinic
Board is seeking volunteers to service on the board. To be a board member you would need to be able to volunteer several hours a month.
Council Member Johnson mentioned the City’s E-Newsletter residents can subscribe to receive the newsletter online at Rexburg.org. She said a lot of useful information is issued in the
newsletter as well as event information.
E. Council Member Flora: Parks Committee · Urban Renewal Agency
Council Member Flora reported the Parks Committee has not met; however, she was informed a restroom and parking lot will be installed at the dog park. There is new playground equipment
being installed at Nature Park. The Urban Renewal Agency will be meeting next week.
F. Council Member Wolfe: Airport Board · Golf Board
Council Member Wolfe reported the Airport Board has not met. The Golf Board met to discuss several items. The new sign at Teton Lakes will be installed soon and the construction of the
new deck is moving forward. City Attorney Zollinger said the concrete for the deck will poured the first part of November weather permitting. Council Member Wolfe said the storage shed
will also be moved next month. The two golf courses had a successful season this year in revenues.
Mayor Merrill said the city’s Street Department leveled a section of ground at Teton Lakes for the winter ice skating rink. They hauled in coarse sand to lay on top to keep the surface
smooth.
Council Member Flora encouraged residents to visit web-page rexburgarts.org for all of the information regarding the up-coming art events.

Finance: - Matt Nielson
Review Chart of Accounts in New Tyler Munis Financial Software
Finance Officer Nielson reviewed some of the Chart of Accounts in the new Tyler Munis Financial Software and the new concepts. The Org Code indicates the object code for the fund.
When creating a report to indicate the difference in revenues and expenses for a particular account; it will be much easier to create reports in the new system.

Council Member Flora asked for an example of using the object code 4000 for Expense or 5000 for Capital. Finance Officer Nielson explained those object codes are not on the report; however,
they can be provided. He gave the following example, when an authorize city employee calls for a purchase order number, they will provide their Org Code which consists of the fund and
the division number. The Object Code is determined by the items being purchased. If the items are for supplies the Object Code is 4300 non-dependent of the Org Code.
Finance Officer Nielson explained by the next City Council Meeting an electronic report with the Object, Org Codes, and expenses will be created. The report will have links to review
the invoices, checks and purchase orders. The report will be available onsite and offsite. He said instead of having the City Council Members manually signing the invoices the City
Council President will sign off on the check run and City Council will approve all the invoices by motion in the consent calendar.
Budget Adjustment Street Shop Asphalt
Finance Officer Nielson reviewed the Budget Adjustment for the Street Shop Asphalt Project.

Recreation: - Jeff Crowther
Recreation Director Crowther gave an update on the recreation sports programs, recreation facilities and race events. There was a large increase in the recreation sport programs participation
compared to last year. The Covid-19 Pandemic and population growth both contributed to the increase in the sport program participation. There are other programs offered through the
City’s Recreation Department including: basketball camp, soccer camp, Pickleball Tournament, Cornhole Tournament and an Adult Softball League. There were three different divisions in
the Softball League a men’s, women’s and co-ed. A total of 16 teams signed up for the Softball League. Mayor Merrill said there was a softball team made up of city employees.

Receation Director Crowther expalined the revenues collected for Rexburg Rapids and the Carousel is not an indepth budget report. The report indicates a significant increase in revenues
for the facilities. An indepth budget report will be presented in December. He reported on the changes of management of the facilities due to growth and time constraints. All of the
recreaton facilities were under the direction of city employee Meagn Scholes. The changes are as follows: Race Coordinator Jon Faldmo will be responsible of overseeing the Carousel,
Splash pad and Winter Park. This change will allow Pool Manager Schoels to spend more time overseeing the needs of Rexburg Rapids and Kidsburg.

Recreation Director Crowther said the Carousel’s 100th year Anniversary is coming up in the year 2026. There will be some improvement made to the carousel before the 100th year anniversary
and a special event will be planned. The Baseball/Softball Quad is being used by private and city organizations. He has been managing the schedule and concession for the quad.
Recreation Director Crowther reviewed the number of participants for each city sponsored race. The number of participants for the Foamy 5k were not what he expected. They will be doing
some research to determine how to acquire more participation. He reported on the opening date for Kidsburg and the winter activities coming up. He has been meeting with the Recreation
Committee regarding the Recreation District Consultation the Request for Proposal (RFP) is almost due and he will have more information once the RFP is received.

Public Hearing 7:00 P.M. Resolution 2021 – 12 City Fee Changes – Matt Nielson
Financial Officer Nielson reviewed some proposed fee changes. He said even with the increase in golf fees, it is still less expensive to golf in Rexburg compared to the surrounding golf
courses.

Mayor Merrill mentioned this is the last year the Bar J Wrangles will be performing on stage. The name of their tour is called the Farwell Tour. They were booked solid for the remainder
of the year; however, they had a cancelation and informed Council Member Wolfe of the cancelation. The city has decided to host the Bar J Wrangles on December 9th at the Tabernacle.
Some of the proceeds collected from the concert will go towards the restoration of Tabernacle.

Planning and Zoning Administrator Parkinson explained in the map below in the bottom left corner section is the property on N 2nd East and Moody, the owner requested the property be
annexed into the city and rezoned from Trans Ag to Community Business Center. When the annexation was requested, city staff reviewed city owned property throughout the city. The property
in the upper right hand corner and lower right hand corner of the map below is city owned property. These two properties have not been annexed into city. The property on the upper
left corner of the map has tied in to city services, the property owner had agreed their property would be annexed into the city at the next annexation.

Mayor’s Report:
Mayor Merrill reported the Department Directors for the city have completed two days of mandatory Tyler-Munis training. The Tyler Programs is new financial software.
Mayor Merrill said he and city staff met with Direct Communication a fiber optics company. They had heard of the city’s Broadband Initiative and have a desire to work with the city on
that initiative. Mayor Merrill said the city is open to hearing from fiber providers interested in the initiative. Mayor Merrill said he met with BYU-Idaho staff regarding the parking
issues in proximity to the university. They discussed encouraging the university student to work with their apartment complex manager regarding parking. If sufficient parking is not
available at the apartment complex then the student should not bring a vehicle. The parking issues are more prevalent during the winter months when street parking is not allowed from
2:00 A.M. to 7:00 P.M. due to snow removal.
Mayor Merrill said he attended the Idaho Legislative Forum. There was a lot of discussion regarding the American Rescue Plan Act (ARPA) Funds available to Idaho cities. There are set
guidelines of how cities can use the ARPA Funds. There was also discussion regarding property taxes and how to distribute the taxes fairly between the city and county.
Mayor Merrill mentioned he and city staff met with T-Mobile Corporate employee Felicia Sprinkle regarding T-Mobile’s Techover Grant. The grant is worth about three million dollars. He
said city staff will be applying for the grant. Mayor Merrill said he also met with the Core of Engineers and Idaho Department of Water Resources regarding the project the city desires
to build along the river. Some of the permits the city will be required to obtain for the project will take time to acquire and others are less of a time constraint.
Mayor Merrill reported he met with local realtor Valorie Blanchard regarding the Wall of Warmth Community Event, city residents have the option of donating lightly used coats or brand
new coats of all sizes. There are several coat drop off locations throughout the city.

Planning and Zoning Administrator Parkinson reviewed a map for of the proposed rezone at approximately 547 Trejo Street. There are three parcels, two of the parcels are zoned High Density
Residential 1 (HDR1) and the highlighted parcel is zoned Community Business Center (CBC). The property owner is requesting the HDR1 to be able to develop the three parcels as HDR1. He
said there is only one access into and out of the property; however, they will meet the Fire Code by adding additional water sprinkles in the buildings to make it unnecessary to have
two accesses. The future plan is to have the development connect to Turin Way.

WHEREAS, Rexburg, Idaho, is a community which acknowledges that a special vibrancy exists within the entire community when its individual citizens collectively “go the extra mile” in
personal effort, volunteerism, and service and
WHEREAS, Rexburg, Idaho, is a community which encourages its citizens to maximize their personal contribution to the community by giving of themselves wholeheartedly and with total effort,
commitment, and conviction to their individual ambitions, family, friends, and community; and
WHEREAS, Rexburg, Idaho, is a community which chooses to shine a light on and celebrate individuals and organizations within its community who “go the extra mile” in order to make a
difference and lift up fellow members of their community; and
WHEREAS, Rexburg, Idaho, acknowledges the mission of Extra Mile America to create 550 Extra Mile cities in America and is proud to support “Extra Mile Day” on November 1, 2021.
Now, Therefore I, Mayor Jerry Merrill of Rexburg, Idaho do hereby proclaim November 1, 2021, to be Extra Mile Day. I urge each individual in the community to take time on this day to
not only “go the extra mile” in his or her own life, but to also acknowledge all those who are inspirational in their efforts and commitment to make their organizations, families, community,
