PROPERTY LOCATION: Approx. 2039 S Frontage Rd COMPREHENSIVE PLAN: Rural PROPOSED COMPREHENSIVE PLAN DESIGNATION: Commercial/Mixed Use CURRENT ZONING: Low-Density Residential 2 (LDR2) and Community Business Center (CBC) SURROUNDING COMPREHENSIVE PLAN DESIGNATIONS: (North) – Commercial/Mixed Use & LDR1 – MDR1 (East) – Commercial/Mixed Use (West) - Rural (South) - Commercial/Mixed Use SURROUNDING LAND USES: (East) – Commercial (North, South, & West) – Vacant Land APPLICABLE CRITERIA: City of Rexburg Development Code (Ordinance No.1200) § 1.04.020 Comprehensive Plan Amendment AUTHORITY: § 1.03.080 (D) “The Commission may recommend that the amendment be granted as requested, that it be modified, or that it be denied.” I. BACKGROUND The parcel is currently used as an agriculture farm. In 2007, this parcel was part of a larger area that was annexed into the City with the zoning of Community Business Center (CBC) along S 12th W and Low-Density Residential 2 West of the CBC zoning (07-00020). The Rexburg Development Code allows for the Commission to make recommendations to the City Council regarding whether or not the property should or should not be changed on the Comprehensive Plan Map based on the criteria found in section §1.04.020. SITE DESCRIPTION The property is located west of S 12th W and US Highway 20. Directly East is an Electric Company and storage units on S Frontage Rd or S 12th W. North of this property is a church at 2332 W 2000 S. The property borders Wake Lake for about 260’ at its most Southwest border. The total area for the lot is 32.58 acres. III. ANALYSIS If approved the request will result in changing the Comprehensive Plan Map from the current designation of Rural to Commercial/Mixed Use. The request would require the Commission and City Council to review the proposal and approve or deny this application. IV. STAFF RECOMMENDATION Staff recommends that this Comprehensive Plan Map change be considered. The Planning and Zoning Commission should take testimony in public hearing to determine if the request is in the best interest of the neighborhood and the community.
