§ 1.04.020 Zoning Map Revisions
AUTHORITY: §1.04.020 (D) “The Commission may recommend that the amendment be
granted as requested, that it be modified, or that it be denied.”
I. BACKGROUND
The parcel is currently used as an agriculture farm. In 2007, this parcel was part of a larger area that
was annexed into the City with the zoning of Community Business Center (CBC) along S 12th W
and Low-Density Residential 2 West of the CBC zoning (07-00020).
The Rexburg Development Code allows the Commission to make recommendations to the City
Council regarding whether or not the property should or should not be rezoned based on the criteria
found in section §1.04.020.
II. SITE DESCRIPTION
The property is located west of S 12th W and US Highway
20. Directly East is an Electric Company and storage units
on S Frontage Rd or S 12th W. North of this property is a
church at 2332 W 2000 S. The property borders Wake Lake
for about 260’ at its most SouthWest border. The total area
for the lot is 32.58 acres.

III. ANALYSIS
If approved the request will result in changing the Low-Density Residential 2
(LDR2) to Community Business Center (CBC) for eleven (11) acres.
The request would require the Commission and City Council to review the
proposal against one set of criteria, for the request to rezone. Below, staff has
provided all the criteria listed by Ordinance No. 1200 (Development Code)
that are required to be addressed, followed by staff’s analysis of each
criterion.
Criteria Rezone Requests (§1.04.020):
a. Be in conformance with the City’s Comprehensive Plan.
The Comprehensive Plan conformance is based on approval of a Comprehensive Plan Map
change in conjunction with this application (21-00623).
b. The capacity of existing public streets, water and sewer facilities, storm drainage facilities, solid
waste collection and disposal, and other utilities.
A portion of the parcel can be accessed by sewer. The Applicant would need to put in their own
lift station for sewer to access the rest of their parcel.
c. The capacity of existing public services, including but not limited to, public safety services,
public emergency services, schools, and parks and recreational services.
The city has capacity to service this request.
d. The potential for nuisances or health and safety hazards that may adversely affect adjoining
properties.

e. Recent changes in land use on adjoining properties or in the neighborhood of the map revision.
Parcel to the North of the applicant’s surrounding the church at 2332 W 2000 S was recently
approved to increase the zoning of their Medium-Density Residential 2 (MDR2) zone east of the
church (21-00189). The parcel to the south, RPR5N39W014508, named “Cabin Village,” was
annexed into the city at the end of 2017. East of this parcel and across Hwy 20, land for Valley Ag
(20-00340, 20-00770) and Potato Services of Idaho (21-00129) were rezoned as Industrial.

IV. STAFF RECOMMENDATION
Staff requests that Planning and Zoning recommend to City Council to approve the rezone of the land
South of the church at 2332 W 2000 S, parcel RPRXBCA0014217, which will change the West portion
Low-Density Residential 2 (LDR2) zone to Community Business Center (CBC), if the Commission finds
that the proposed request is compatible with the surrounding area or in the best interest of the
neighborhood and the community.
