BOYLE MAYOR ROSE BAGLEY, CITY CLERK RICHARD 'ORNERI TREASURER FRIG OFFICER M. Bari. Stevens 540 Commanche Drive Rexburg, Idaho 83440 RE: Tourist Dear a t , STATE OF IDAHO September 2 8, Information center 1994 P.G. BOX 280 12 NORTHENTER STREET R'E BURG, IDAHO 83440 PHONE (208) 359.3020 FAX (208) 359-3022 We have completed our .review of the plans Information Center * The major construction portions plans .( i o o wallsffloors, roof, t are okay; however, there are a number of details associated with "handicapped accessibility" that we need to discuss. As this building X11 be the fOcuS of so many people looking for information about the Cityl i't Ls particularly important that it also example ohow to provide the many handicapped -called for in Section 31 of the Uniform Building left information number of these atems 'with Bill earlier but it never appeared on the plans. A lot of the . minute detail .( such as height to bottom of mi rrors, height of grab bars, etc.) doesn't have to be shown on the plans as long as the workmen doing the installations ll know what these required dimensions are. If they do not we will have a lot of conflicts when we make the final inspection and check out all of these details, I have attached copies of a number of sheets that relate to handicapped accessibility that appeared to be relevant 'to this bul"Ading. I thought you and Bill Bergner and the owner may want to go over them. I have particuiar concerns listed items 1 UBC section 3104 (a) states that f Li]_i_Lrequired to be accessible r accessible means of egress provided in the same number as required Chapter 330 When an exit required not accessible, an area for r al provided" This means that 2 of the room on the south need t a exits from the large conference he handicapped access ible o If o not want to make the two10 exist ing outside it both handicapped accessible,YOu could move the exit at thenorthwest corner of this room to the sOuthwest corner of the room. It,j, and the exit to the break room would then be far enough apart that they could be used as the two required handicapped accessible ,gill , the two exitsfrom the Reception Area need to be handicapped accessible. (see page 73 attached.) 2* UBC Sect' on 310.3(b) States: 6 ACCESSIBLE ROUTE OF TRAVEL. When a building, portion of a building, is required tc e accessible r adaptable, an accessible route of tray el shall be to all portions of the building, t accessible building entrances and between the building and the public way* Except within individual dwelling unit , an accessible route of travel shall not pass through kitchen storage restrooms, closets or other spaces used f or simJ-1ar purposes, Therefore, we n -d to connect up these accessible exits with a side walk connected to the sidewalk In4th South Street. One possible way of doing this sidewalk system as shown in orange on the attached site plan. This arrangement may r mai- not work depending upon ground and building elevations and the lengths of ramps up to the exit doors'a Note also that the parking stalls near the driveway it from the street need to be lengthened so that care parked there protrude area Please alsonote the attached page 42 entitled, TACCESSIBLE EXTERIO-R ROUTESIwherein It states site should all be handicapped accessible and connecte Yan accessibletri route& This i ion -1 3111 which the C*ty has not therefore it is not mandatory but, the owner will probably giant to tie the restaurant and motel to the Tourist Information Center j---th handicapped accessible route sO You ill, no doubte -at t consider this probability when you locate the various handIcapped curb ram • new all around the Tourist (Attached are a number f drawings showing arlu t anima ram layouts. , not that indicates there should be 6 handicapped accessible ltail for these 3 buildings.) Note page 44 46F49.50 and 51 fc than 3 feet unless for handicappedramp r door requirements. they have handrails o YOU are, no dtr aware requires a ire alarm system for inf orm at ion. and page Ramps are usually wieder along both sides. that Sect ion 609 the . . this l building. Also see Section 14,104 D # ' I -O 1,2 and 2.1 Occupancies (Copy q- attached). This alarm needs to proviLde flashing strobe I-Lghts as well as a recorded message,,,, See pgs* 15 and 98 of attached am sure you are aware of the hand" . Icapped requirernents in reStrooms There are other ngs such as fountains, to1en , storage areasr counter heights, Protruding fixtures, etc. that are briefly mentioned in the attached sheets that you may want to review* Also, note that tactilesignage needs to be as well as visual note pgs, 16-19)6 I must admit to not being as knowledgeable as I should be about all of these handicap_ped requirements.
