Zone change on old Pamida property � They propose to change the zoning
to HDR to allow building apartments on that propertys
showed site plans. The property was zoned commercial prior to the new
ordinance which allowed apartments.I

John read the comments on the plan from the superintendents. DeLynn

Concern was expressed about the head -in parking but Gordon said there

The public hearing for a zone change at the old Pasn'ida property was
opened. John Millar Feinted out the small house included in the legal
description in the paper was not in the zone change. There were no
comments from the Public or the board. Jim Long moved that they
recommend the zone change to the City Councilo De a n Beattie seconded

the Trailer Ordinance. He had looked at two pieces of property6th

Carlson that is zoned HDR. A trailer court is allowed i n MDR under a

from the sidewalk* You would be able to see through the fence, The
fence would opti-cally transparent. He was told if it was a see

fence it would be okay if it was transparent.
RE: TRAFFIC SAFETY COMMITTEE REPORT ON DEE THUS SON CAR WASH
Bart Webster was at the meet ing representing the Tr of f is Saf ety
Committee to report on the safety for traffic i ire and out of
proposed car wash for Dee Thueson. Their feeling was the same as the
Planning Zoning, there was no problem,t they would request the
State to extend the turning lane to the south on Secondt. The
sheriff ' parking needs to be charged for saft reasons
RE* IMPACT ZONE DISCUSSED
The Impact Zone was discussed. Eric Erickson and Mary Ann Beck were at
the meeting because of their concern about the Impact Zone, The time
that was allotted to the County has expired. Richard told them the
county is proceeding. Join asked if we want to proceedand modify
the
Impact Zone or put a hold on it for a little longer. Jim Fly stated
that we need to establish a base line for all the things
the Impact Zone,. some of the county committee had some concerns about
the Impact Zone restricting Air Quality and Water Quality. The letter
-we wrote to the County said we would take action for four months,.
We have a letter from the county telling what their plans are. Jim
Long stated that we are taking giant steps forward in educating these
people and they are recognizing the needs.
Richard stated that he 'in some ways feels f lusterlustered at the corunittee
because they are goingl They agreed
about the four issues, t rim. , construction of residential sub
d] -visions, and redevelopment j u t ri ht out th cit its.
It was
his opinion that the county would put together four ordinances to
talk
about these issues and then continue on the tough task of planning,
which will take a year or two. If they will do somethinglike that t
and stop the shoddy sub division construction and then turning

very poorly constructed roads to the county and then the county has to
maintain and pay for the roads. If they ill do that then we should be
able to say we are going to do what ei_ the letter and we are
going to back off from. the bounds of the Impact Zone., but his idea of
backing off of the Impact Zone is the closer you come to the City- of
Rexburg,, the tougher the ordinance gets. He could see an Impact Zone
going 300 or 400 feet beyond the City limits of Rexburg and applying

for Phase 2 of the Colonial Haase. Mr Austed explained the drainage
and the plan. He wag told to work it out with Joe, the plan looked good.

Joe showed a plan on 4th West and 4th South with three lots with a
common driveway to serve the lots. We have nothing in our ordinance
preclude it. They would have to have a shared ownership in the
driveway. We also need to look at the flag lot issue.
