SUBJECT.. REVIEW OF PLANS FOR THE EXPANSION OF THE MADISON
MIEMORLk L HOSPrrAL., PHASE ONE & ALTERNATE ONEO
1. Existm'g building between the Business Office Area and the Cafeteria:
IA.
saes the existing 2 Hr. area Separation Wall on
the
south side of the Business
Office Area
and the east gide of the existing cafeteria (between
the
cafeteria and the.
bacteriology/urology rooms) have a wail/ceiling temu*nafion meeting the Current J.B.C.
requirements?
(See Sec. 504.5.4- Terminating.)
1B_ The existing corridor between the Bus'mess Office Area and the Cafeteria has to have
a I Hr. Fire Rafing. Are there 20 minute raced doors and 45 minute rated windows along this
corridor? Openings cannot exceeds 25% of the walk area. (Sec. 1005.8.2 - Openings other than
doors.)
1C.- Does the existing cross -corridor door separating this can odor from the interior
waiting room have a 1 11Z Hr. fire rating?
2. Sht- SD -3 -- We nate that the 6 "waterline at the BTW earner of the Phase one
buHding is shown in your Addendum as going out to the existing fire hydrant to the south of the
building.
3. SD -3 & A-8 -- Plans do not show where the 8" perforated drain pipe (on tap of the
footings) connects into the norm drain pips leaving the site_ Where does the water from the
existing roof dra.n.s gro ta`
4. 5D-3 Where is the existing sanitary seer from the existing portivn of the hospital?
If passible, the nsanztary sewer Zine should be connected into the exist.g sani#ary sewer ime new
before reaching the existing manhole where the Citv takes its tests of the sewer ffIuen ccnv.ng
from tie hospita.l. If the two cannot be nagged, the hospital will have to consrtruct a 2nd testing
manhole and pay a second fee for the sewage testing the City has to do. It would be much
better to merge the two lines so there is only one "testing" manhole and one set of tests for the
el
hospital.
5. Sid -- 1 & SD -2, DetaH K - GuardrO. If the guardrail is projecting areas "which are
more than 3 0 inches above grade" it would have to be designed in such manner that " a sphere 4
inches in diameter- cannot pass through" (Sec. 5093). If it is dust serving as a handrail and is not
protecting anyone from a significant vertical dropoff, then the design as shown is OX.; however
if there is a significant dropoff, as there appears to be on the northerly sides of the Phase One and
Alternate I buildings, then 'it would have to meet the "4 'inch sphere" requirements of Sec. 509.3.
It appears that the sidewalk northeast of Door 10 1 will need around a 9 ft. high regaining walI to
hold it up to the indicated doorway elevation.
6. I don't see any detail showing that the new exterior doorways are all handicapped
accessible; however I assume that they all are.
7. S -I , A -6 & Specificafions -- I node that your specifications require that a Soils
Engineer be retained
to ensure a sv bearing
capacity
of 20Q0 psf under the building
footings.
Our experience with
the silty -clay soils in the
hospital
area indicate that water flows
downhill
along the top
of the bed -rock, aimast
liquifying the
soil and leaving it with very little footing
support value.
For example, we are having to ao
bask and reconstruct streets in the area using
an engineered fabric covered
by 2
ft.
of pit
run gravel and 6 to 14 inches
of crushed gravel and
asphalt plantmix. This mai
bald
up
cars,
but it cerkaHy wouldn't hold
up a building. Haw do
you handle the probabliffity that this wit silty play ( under the layer of pit Arun gravel) will be
liquified during an earthquake event?
bedrock with pit nen gravel.?
Or da you plan to replace the silty clay clear down to
We would greatly appreciate copies of your various soils tests (when your soils engineer Marts
taking them) as we are trying to establish a greater library of knowledge regarding the sails in this
area and how best to deal with their low load beanng values, liqufication and extreme ffost
heaving problems.
8. Sht A4 & A1 4 - Panic hardware is required on Door 1 11.
9. Sht. A1 5 -- Bottoms of windows, Types A, B, C, D & G should meet safety glazing
requirements of Sec. 2406.
10. Sht. A15,, Detail "C" -- Guardrail at windows should be 34" to 38" above floor to
meet requirements of Sec. 2406.4.8,, Exception 2.
11. Sht. AIS, Elev. "D" -- The window shown as "B" between Doors 113 & 114 ahou.Id
I note that this is changed on the "Alternate 1 " building plans.
have a 314 hour fire rating.
12. Sht. M2 -- Is any of the waste water from the boffer of a high enough quality hand low
enough temperature) that it could go into the roof drain line rather than the sanitary sewer line?
We want to mize the amount of water going to the waste water treatment plant , of course,
but are also concerned about the fact the the storm drain line water ends up in the fish pang at the
Mature Park, so we don't want to have a barge volume of hat water ender the storm drain Zine.
13. Sht. M4 IIIIIIIII Fire dampers not shown. (Sec 713)
14. Sht. E3 -- Illuminated EDIT sins not shown for Doors 1117 1 & 114.
There should also be an fflnuinated EX.21VT si,9n on the stairwell side of Door 107 to differentiate it
from the entrance to the Haspal Administration offices.
15. Sht A4 (Alternate 1 Bldg.) -- The Northwest side of the corridor between Doors A-
125 and A-108 should bea 1 Hr. fire wall to give the comdor the required 1 Hr. fire rating.
(Sec. 1005.7)
I6. Sht. A4 & A14 (Alternate I Bldg,) -- The sideglass on the " Type A Doors" needs to
have a 3/4 hour fire rating.
17. Sht A16 (Alt. 1 Bldg.) & A20 (Phase 1 Bldg.) -- Height to bottom of mirror shown
as 40". New CABG/ANSI A1 17-1 regulations shows 3811 maximum height to bottom of
mirrors.
IS - Sht. M3 (Alternate 1 Bldg) -- Fire dampers are not shown on L wer bevel Floor
Plan.
I9. Sht. E6 (Alternate I Bld&) __ There should be a Manual Pull Station rire Alarm}
near the exit doer ing into the stairwefl.
20. Sht. S 1 of bath plans -- Special Inspections - it is noted that Special inspection (LTB C
306) i gong to be performed on: A} Concrete, B}Masonry, & G) eIdin. e will need to
know who is going to do this Special 1nspection Wark and have a copy of thein- certifications

showing they are qualified in the particularshowing field of special inspection work that they Will be

fie, of course, want to work closely with you throuht a1 of various construct' phases of

of our area.

apart to meet this requirement; therefore one of the ocher doors must be used as the second
required est. Door 1 1 1 provides a more direct route to the outside of the building than does
Doer 12 7. Section 1x03.5 indicates that: "Dooms mai have one exii through an adjoining
roam which provides a direct, obvious and unobstructed means of travel to an exit cvrridor, exit
enclosure or until egress is provided from the building --" Section X013 reads: "'When two or
more exits are required from a room or area, emit signs shall be installed at the required exits frim
the the room or area and where otherwise necessary to clearly indicate the direction of egress."
Illuminated EXIT signs are required on Doors I 111 1 & 114.
Refering to the need for an "EXIT sign on the stain3velI side of Doer 107", perhaps
Section 1 referenced above does not appy to this stairwell door as 2 exits aren`t required at
this point; however it would appear to be beneficial have same $of identification at flus door
so people in the stairwell aren't confined by having two unmarked doors on the landing.
