comments
cr questions'.
1. IRRIGAr-L"ION
There is a large canal and a north -south irrigation
.itch westerly from the canal along the east side at your
proposed development. There is also t-west_Lrrig-a'-'--J_on
ditch along the nolp_-th. side (5-t1-1-hSouth) of the develnl,+- opme,.
There are some large concrete irrigation headgates at the north
alt corner of development that control the water flow t
the two irrigatlon ditches..Mountain River Engineers/Surveyors
acquIred sone of the topographic information when they wee e
preparl-ng the plan for the street grades ,I' -n front of the
Brenchley P-partments. Your Engineer/surveyor can get this
information from them and will have to locate the remaining
items and -show them an your site plan. At the public hear
the subject apartments, Mr. Luce said the east -west irrigation
ditch along 5th South would be put undergrouna in a culvert.
This irrigation l rt wil.1. need to be shown in both plan and
The otherirrigationoz facilities

completed.
2. FENCES
At t public is hear in , fir. . Luce told t n -i

wouldinstall aneighbor-friendlyfence between t i- development
and said neighbors that would meet their satisfaction. He ,also
s I'd he, would fpnce the canal side o -L
she development.
3. STREETS
The . t ' P01icy is that the developer's Engi

design the street grade iine, typical

pavement thickness, etc # and submit same to the City Engineer
for review and approval. Street grades, sidewalk and curd
location and height, etc should l 1 be resolved the. early
design phage of your development so your ite-ir parkLng lot,
building, etc. can be designed knowing the constraints of the
street facilities.. The City also requires a licensed Engineer's
Certification that the " built" street facilities, water,
sewer and otormdrain lines, etc # have been installed i.
accordance with the City's Standard Drawings and
Specifications. Street facilities should include the corner
connections to 4th West as shown on the returned plans.
4. WATERLINES
As shown on the returned plans, there is already611
water maim in SthSouth across your developments frontage.
'there are no closelyadjacent in hydrants. Our Fire Chief
feels that a fire hydrant is needed at the entrance to your
westerly driveway and a second one back nearer the center of
yourr development and having access from the easterly driveway.
See attached plans for suggested locations.
The water meter assembly l have to have a 11 by pass
meter to pick up low f lows
SANITARY SEWER
As indicated on the attached plans,, we feel the two
main inter for sewers shoiald be 811
diameter and need manholes on
their southerly ends so the lines can be rodded n cleaned with
the available sewer clewing equipment.
6 PARKING LOTS
The westerly part of the development (Phase I) has the
required 68 parking spaces. Have the handicapped .elle
parking spaces been located so they are "ion the shortest
'ble accessible rote from add at parking to accessible
build ing entrance"It appears that the northerly buil are
lacking "accessible" parking.
The parking lots n the far south and west need an
addl't]Lonal asphalt area to provide a turnaround area dor cars
parked at the ends of these aisles.
The easterly part of the development (Phase I) shows
64 parking whereas , are re two
areas at the far south end of this parking let a
pped
access
ible spaces Short term parking? r what It appears
that more "access ib e' r .L " is needed for the more northerly
buildings*
Dimensions for parking lot isle and space widths and
lengths need to be added. Also curb turning radii and sidewalk
wl*dths need to be :shown
N
. BUILDING SETBACKS
The building layouts seem to meet
requirements. We assume they wJLI1 be tied

Engineer that will adequately this problem.
v GARBAGE COLLECTION
We have been hav'
considerable problems with garbage
collection in apartment /commerc ial locations. The containers
are frequently posi Toned at locations that are inaccessible t
our large garbage trucks, Also, the walled enclosures around
the garbage containers are frequently constrvcted in such
