This letter will confirm our meeting with you and the city fire marshall on December 5,
1996, at your office. The specIfic items discussed were in regards to your pian review
d
ated July 3, 1996, item #43 wet and dry standpipes as covered in Appendix Chapter 3 of
the Uniform Building Code..
My understanding of the final decisions made at that time ars as follows:
1. Dry standpipe will not be required in this building because of the size and
ava�lab�.e entrances into the building,
2. A singly wed standpipe ��th 100 foot hose shah be located in Corridor #127 directly
behind the central control room area. This v+v1oll allow access to the standpipe by
the security control people and access by the fire department if they have to ender
the security area of the building -

The following numbers refer to the City's Correction Report dated July 3, 1996 and your response
letter of July I9, 1996:
11. -- I have. called ICB-0 about this twice and have gotten the sameresponse. A is an I-3
occupancy and a police staiianlsheriffs office is a B occupancy and there has to be a 2 -hr.
occupancy separation between them. Except for having to maks the doors and windows 1 1f2
hr, rated, the buildi'ng meds this 2 hr. occupancy separation as the structural framing has to be 2
hr. rated anyway. I suggest you call : Jerry Barbera,, P.E.

spray -on foam fire pfotection when you receive such information. Please have them submit this
in advance so we aren't drying to review information as they are wanting to apply the fire
protection material.
14. It is my understanding that you will subm& "changed" drawing that shote the required 2 hr.
ire ra.tt"ng materials for the structural members.

16.•- Reference is made to Appendix Section 325, Pg 1-402, which stats that "Exterior fenced
enclosure into which an exit from a build or buildings terminate shall be provided with a
safe dispersal area located not less than 50 ft. from any building Agate shall be provided
from the safe dispersal area to allow for necessary relocation of occupants.
Exterior fenced enclosures used for exilt termination and Which dQ notr rri de asaf
di§Dersal area shall have not less that two exits."
We concur that the southerly exterior fenced enclosure provides the required "safe dispersal. aarea".
However, ars the north side, the ou�do�r �x�r�ise room is also "�%.n e7�'�+��lU�' fenced enclosure into
which an exit from a building or buildings terminate." Therefore this nartherly enclosure should
also be provided vr�.th a "safe dispersal area located not less than 50 ft. from any building_" It
does not meet this requirement aid should, therefore, theoreficafly have the required two emits.
From a practical standpoint, I think an exit at the northeast comer of the exercise room is
probably the. best that can be done as I dodt see when another exit would substantially help in the
effort of getting the prisoners out of this exercise room/safe dispersal area.
22.-- The referenced doors and windows will have to have the 1 112 hr. fire raking required.
26.MMENE Cine -hour fire rated halls are meant to provide a cert ain level of safety for people in the
adjacent rooms (partic'ularly from smoked and for the people exiling down the corridor.
Sec. 1005.8.2 says that: "in�teriar 4perungs for ager than doors or ducts shall be protected by
fixed glazing listed. and labeled for afire-protection rating of at least three-fourths hour".
Show me where the UBC allows expanded metal mesh at these, openings and we x.11 be glad to

consider it; but a I have found to date is the reference to 314 hr. fire rated windows.
3 1. My comments under this sect -ion were my may of making fury of these fancy items
that many jails now have. I did not mean you should install theM. I guess I got you angry,
when all I was trying to do was being a little humor or levity into the situation. I will not
include any more "intended humor" in my remarks henceforth.
36. -- We have not been impressed With Harper-Leavitt's last two efforts to test the concrete
foundations. I talked to them and told them we were not satisfied. We wfll expect to get the
results of concrete tests, air test,, slump tests, compaction tests,, etc. just as soon as possible after
they are taken so we know what is happening on the doh.
37 thm 43 - when is ESA going to get us answers to these questions ?
