RE, Proposed Wilcox Potato Processing Facility in South Rexburg
Dear Mayor and Council.
The Building Code Appeals Board mei Friday, August I , 1997 to consider an appeal mads by tlle owners
of the subject project. In reviewing the plans for the proposed structure, the building official determined
that the holding and handling area where potatoes are deposited from incoming trucks is low enough ill
the ground to constitute a "basement" under the code and would therefore require either fire suppression
equipment or sufficient openings in the exterior wall at a certain spacing. An apnea! requesti119 ;a variance
was made by the owners on the bas -is that the area in question would be constructed ofi noneornbusiible
materials and that no personnel would be regularly assigned to be in the area.
I have been authorized on behalf of the Appeals Board to report our consensus. We recommend that a
variance be grantedin this case only since tfzere will he ►rJ combustible material and the area is
[iighly open for access for fire fighting and suppression from the open warehouse area above. Therefore,
11fe safety issues rebated to this requested variance are minimal. In recommending ����s variance we wantat clearly understood that this variance applies only to this specific building and in this particular case. T��s
is not a blanket variance; we envision that any related requests on this structure or any other prpjects in
would suture wau�be �e�iewed on a ease by case basis for -its awn merit,

I.—PFOvide two sets of Plans and specifications for proposed project.
Status, Two sets of metal building plans provided. Cross sections of retaining
walllfoundation. wall prav�det�. Normal faotinglfour�dat��n wail drawing not provided. I
talked with structural engineer and Make Bressler to resolve exactly where the boundaries of
the various cross sections were.
2. -- Provide Structural Calculadons for building and foundations
Status: Copies of structural calculations for the building and far the footings/foundation.
walls were provided by Mike Bressler.
3. -- Basement Area Plans interior walls or supports, floors., suspended floor connections to
walls, stairways, �a1I openings every Sa ft. of wall or Etre sprinkling system �required, etc.
Status: (A) I telephoned TTS Control Technologies re. plans for door and supports where
trucks are unloaded and potatoes shored. Also z-eplans firo layout of potato sorting; and
boxtng equ�prnent ��y�ut. TTS Control Tech. Is sending plans of basement structural
supports, floor, beams,, equipment layout plans, etc.
(B) Structural Ejigineer for Teton West needs to supply anchor design for
connection that will hold the main floor beams (WF6 x 15#} to wars.
These are the main beams that will be supporting the metal :door. Structural
Engineer,, Brent Harris says he was not bald to design these connecfions, but he

TJ13C Sec. 904.2.2 requires openings in every 50 ft. of wall on at least 2 sides ofbuildin or

opening. These opening can be doors or windows with 20 sq. ft. of opening area Some
of these openings can be doors to offices, repair room, etc. Need plans from S'Ivertree

with UBC definitians. Therefore, 'in accordance with UBC Sec. 904.x.2, i� would have �o
have a sprinkling system or Openings to the Qu1:s�de for every 5� ft. of lenfgth on at feast two sides.
Status: I feel that the "basement" functions only as a potato stora4 4ge area and shauld be exempted
from the requirements of UBC 904.2.2 because of the mirumal hazard involved. It is si�-nilar to
lube pits under automobile lube areas, ar�Iy �arg�r because �f the large potato storage arias.

requirement waived at this location because of the minimal hazard.

compartmentalization of the building into three funci�on: (A) Potato unloading and storage; (B)
Potato sorting, bagging and boxing; and (C) Storage, of bagged and boxed potatoes,

water and sanitary sewer extensions necessary io extend water and sewer to the site. Forsgren 'is
also preparing plans of the concrete settling tanks outside of the building where solids will be
removed before the plant effluent is directed. to the city sewer system.

entirely at the risk of the Architect /Owner with there being no
assurance that the permit for the enure building or structure will
be granted. We further absolve the pity of Rexbur and officers
and employees thereof, of all res ponsi�ility for the issuance of a
partial permit and further agree that any work performed under this
permit will be, removed or otherwise corrected to be in accord with
the requirements of the final appraved, plans when a permit for the
