Attached are some figures showing some of the existing signs at shopping centers
around Rexburg. The attached Figure 1 shows the sigiiage proposed for the new
Broulim's Store. It has 331 sq. ft. of sign face and is 32 ft. high. Assin-ning a
total bufldi�ig area of 62,000 sq. ft. they would have a Signage Factor of--.
331 s.f/ 62,000 s.f = 0.00,534 s.f szvis/s.f. of bldg.
The attached Figure 2 sho�vs the s�glis for the Walmart/Alberts S-1- OPP' - g
center. These signs are approminately 29 ft. high. Tae AlbertsoWs sigqi has an
area of 130 s.f. The WaU\4art sipi has an area of 111 s.f., including the small
"Pharina,cy" sivi. The small tenants have no sigiaage oil the pals signs along 2"d
Easy St. Thi's complex has a building area of approximately 143,100 sq. 1-1.

Shopping centers. The sina11 shopping Centers with liLimerous small shops are

alwag the street may have to hold a dozen or so small s�gns. It is hard to get
readable z�.a��zes onthis�s many small si��s.
I Personally think our worst problem is the "Billboard" type of sigil that we Dave
around town. They seem too large, obtrusive and unsightly. OLir present
ordz�iance does iiotlung to control flicir spread.. They could show up as a secoiid
sigij oji ahxiost any piece of commercial property-

this opportunity to let you know what it was I was trying to convey to you at your last meetiiag,
'The need to amend the ordinance was demonstrated by the fact that several of those resent
indicated their belief that the ordinance did not adequaiely address the shopping plaza issue. Tie
question is the manner in which. the issue s1�ould be add�essec�.
The ordinance as it currently exists contains several pro -visions for signs to be placed ire the
vicinity of the various types of siructtires, however, there seems to be a ribbon of inconsistency
running tluoughout the ordinance. when a particular sign size is atlowed under one
c�rcunzstance at a particular location, there should be some rational reasoning why a sign of any
nature would be more or less intrusive at that location. Shopping plazas P -resent a 11111-que
problem in that they consist of several stores, and are all iz-z t��e business of attracting customers.
The multiple tenant nature of a. shopping plaza under generally a single owner, places the plazas
at a disadvantage, mid serves no rational putTose in protecting against sign intrusions if you
allow off-site signs to go in on the property. The distinction between aft site accessory and on -
premise signs seems nebulous at hest, and might be very difficult to defend un.der most
circumstances.
It is rn.y recommendation that you select a sign size which is appropriate under the given
circumstwices, and allow that size to be erected, irrespective of the location of the service being
advertised. Determine what size you are willing to allow for multiple tenm-its in a jingly owned

Thank you for allowing us the time the other evening to discuss the Br+oulirn' s signage.
In reference to your request for other communifies sign ordinances pertaining to
shopping centers, we have enclosed copes of ordinances from Ada County and Tciaha
Falls. There are many others that allow significant signage but they d+o not necessarily
specify shopping centers.
We would recommend that you consider allowing 300 to 400 sq. ft. for a shopping
center sign and that you only consider the actual face area in determining square
footage of a sign. Encouraging enhancement to cover up any bare poles will help tie
the signage into the architecture of the building and should not be considered when
determ.xning total square -footage. This will allow fog creative designs of signs. When
determining allowable square footage, we recommend that you would consider lot size;
either length or square footage of the lot.

.Land abutting more than one street shall be allowed its quota of signs on
each of the streets.
2. Where a business located cin a corner is a!louved a detached sign, it may
have one such detached sign designed to be read from both intersecting streets,
or two {2j such detached signs, provided that each sign is designed to be read
from only one of the intersect'ng streets, and provided such signs meet other
requirements of the sign provisions.

Recently Broulims and Lytle Sign Company submitted a sign permit with the City of Rexburg.
The permit requested 336 sq. ft. of freestanding sign footage and 180 sq. ft. of wall sign. The sign
ordinance will allow maximum freestanding. footage of 65 sq. ft.. Due to the configuratioD. of the
Broul]"Lms' lot', the Main street frontage is only 3 3 0 ft.. Therefore they would be allowed 3 3 0 sq. ft. of
wall sign. The sign ordinance goes further to explain that if both wall signs anA signs are to
be utilized, the maximum area for both type of signs will be rPA•-- - -ence on

Since this situation occurred, Brouhms has dropped the request for a freestanding sign and has
requested the full 1$D sq. ft. of wall sign. A permit has been granted. I fully expect that they will apply
for a variance to allow them a reasonably sized freestanding sign.
