The plans that you recently re -submitted for the subject store ars still very incomplete.
Items I through 11 set forth in mfr letter of NOV. 19P 1 stili need to be addressed in
some manner on the plans. the remaining Items 12 thru 17 also need to be
addressed in some manner, ether to writing or on the plans.
Regarding Item 1, either your pian dimensions ar your survey markers aye incorrect.
I know that it is approximately 36'-6" f o centerfine of street to the back of curb. It is
approximately 72 ft. from back of curb to the front of the building. The street right -of -
way width is 50 ft.
Regarding stern 3, the cross -hatched ares between the two handicapped spaces cannot
have a slope greater than 1:48
The referenced 1tem 4 is very Emportant. The plans still do not have enough elevat�on
points to show haw the paved paring area is going to be constructed and the sfivrrn

There are still some problems that
1. The, dimensions from the street centerline to the curbline to the highway right -off vvay line are
not show -n correctly. As indicated on the reed plans, the distmice from street centerIffie to
back of curb is 3 b` 6". The distance from bask of curb to the right of way line is therefore
13Y 6" as these is a 5 0 ft. wide right of way ori that side of the street. The plans show the
building as being located 72 ft. from the hack of curb. It is therefore 58' 6" from the right of
way line to the face of building. (Field measurements also conf= that the building is located
72'from the back of curb li-ne.) If yvu talo the 220'and subtract the )6'6" from centerline to
back of curb, Then subtract the 72' from back of curd to the building, and then subtract the 116'
length of the building, it indicates that the back of the building is 4' b" easy of the east property

Also note Table 5-A of the UB calls fora 1 -hr. wall wherever the property dine is fess than 20
ft. from the wall line; therefore, the entire east wail may need to have a I hr. rating dependinu
upon what your final distance zs between property Ione and wall line.
2. With 72 ft. from back of curb to the building, there is room for a 7.5 ft. wide landscaped strip
at the back of the sidewalk. Dependina upon how one calculates the area required for par.�ng,
you need that much width or more to get the required 10% landscaping area required by the
zoning ordinance,
3. The pens do not specifically indicate the required handicapped parking spaces, signs, ramps,
etc. There has to be a relativeiv flat landing in frons of the doors to. facilitate �vhee�c�air
maneu�rer�ng; consequently, any depressed areas in the sidewalk geed tobe located to one side or
the other from the doors. (Or the doors need to be recessed.) Returned herewith are some typical
drawings (sent to you previously) sowing how this has been handled in other instances. If
yon have better ideas regarding how to meet these handica-rnped parkina/access requirements, we
w101I3 of course, be glad to review them; however, I would dike to emphasize thatPyour ians do
need to address these items in some mannen
The topes, heights, sizes, clearances, etc, of the facilities in the rest room also need to meta. the
requirements of UBC chapter 1 I Accessibility.
4. As indicated on the Site Plan returned to you previously, your Site pian needs to show the
proposed building floor elevation and other proposed control point elevations (top of curbs,
sidewalks , asphalt surface, inlet box grate, etc. as well as the. drarnag� flow arrows. Your Site
Pian may not need to show as many elevationpo�n�s as does the EXAMPLE sent to you
previoustv- howeverzt eves you an indication of what we expect to see in the wav of providing
adequate vertical site information. As the site is in the flood plain, it is particularly important
that this elevation information be referenced to the Basi Flood Elevation for the b-ui1di-n.,.-,g.
As indiGated previously, you will need a flood elevati*an certificate (preparedbv a registered
�ngineer or hand surveyor} for the site.
On the north and east sides of the buildinc,, you do not indicate how you are going to r��a�n your
storm draunace on the builirSits. �'�u c�,li�ot increase t
he amount of norm drainage croing
onto an adjacent owners property without that o�",-ners permission. You can direct the norm
water to the east to a detention basin on your adjacent property; However, when you de-velop that
property, the runoff from this parcel as well as the runoff from the easterly parcel will both have
to be addressed at that time..
Similarly, the slopes from the top of asphalt dowm to the existing around are not addressed on the
site plan. If the side slopes on the north and south �o over onto the adjacent owners property,
you will need an easement from them to allow the slope encroachment,,
5. The Site Plans da not shote the 12" water main along 2nd East St.. The location of thiS
water main was shown on the highway plans, Beni to you previously. The sizes of the water
service I ine and the sewer service line and the location(s) of any sewer cleanout s a.€so need to be
indicated on the plans. the site plan, does not show the sanitary server easement or the storm
drain easement paxallellllcr 2nd East St.
6, The site pian does not indicate the location of the mann electrical line and where the
connection point/transfonner will be. Similarly, the site pian does not indicate the location and
size of the gas main and tie sire of the bas connection line,,
7. The site pian does not indicate the size of the sio drain Ime connecting vou�r new irlet box
to the existing stndrain ma.in. If it is a G" or 8" diameter Zine, it could b e connected to the 18
main by a "Field Tap" as showy an the attached Drawing No. 7D0 -i. If it is larger, there would
need to be a manhole connecting it to the main_

Commercial buildings require better and more detailed site glass and'auzldin� plates than those
we have required for sin��e famidy residences. The State haw and City Code requires an
Architca or Enaineer's stamp and s�Gnature an the plans. We had agreed to let ;�rou �o ahead
wi I th making your own s�i� pian and building details with the undez�stand�n� �hat they wauid be as
thorough and complete as those prepared bv an Engineer or Architect. I have included
herewith a second EXANIPLE of a site plan as another wide to the thorouc,rhness and
completeness we would like to see �n a site plan.
Please also understand that the more often we
have to review the plans, the higher the Plan inspection Fee becomes until it reaches the
maximum of 6511/o of the Building Permit Fee.
We have not yet received the signed Amexation Agreement for this development or the signed
Development Agreement dor the Rosewood Addition. back from you yep. We need to have yQu
sign these agreements and het them back to us as soon as possible. Thanks for your attention

There are still some probl,ems that
1. The dimensions from the street centerline to the curbline to the highway right-of-way line are
not shown correctly. As indicated on the re -turned plans, the distance from street centerline to
bask of curb �s 3 6' +�". The distance from back of cuxb to the rzght of way Zine is therefore

Also nate Table 5-A of the USC calls for a 1 -hr. wall wherever the properly Ione is less than 20

upon what your final distance �s between property line and wail line.
