The soil is a very fie sift and acts as a sponge holding water under the concrete surfaces. We have experienced tremendous problems With concrete subs prematurely breatcing apart. Now the city requires a mini,n_1um of 12" of granular boffow under all sidewalks and driveways within the city right-of-way unless naturally occurring gravels are present.
