The following information will assist the Commission and/or City Council to determine if your
proposal will meet the requirements under the zoning ordinance..
1. What is the estimated water usage per month? Are the existing mains adequate to provide fire

CONDITIONAL USE PERMIT PROCEDURES
The City of Rexburg Zoning Ordinance designates certain land uses in each Zoning District
which are allowed. These are listed in the Zoning Ordinance for each zone. The City Clerk or
City engineer should be consulted if you have questions about whether your proposal will need a
Conditional Use Permit.
If a C.U.P. is needed, you will need to get an application from the City. Clerk and fill it out for a
C.U.P. You will then need to return the application and request that the City Clerk put you on
the Planning Commission agenda one week prior to the meeting. The Planning & Zoning
Meetings are held on the 2' and 4' Wednesday of every month at 7:00 p.m.
The City Clerk will then mail to the Planning Commission the application for them to review
prior to the meeting. At the meeting the board will discuss your request with you and set it for
Public Hearing. You will need to pay $200.00 to the City Clerk prior to any advertising for the
hearing. Prior to granting a conditional use, at least one Public Hearing shall be held to give
persons an opportunity to be heard
The City Clerk will put the notice for the hearing in the paper 15 days prior to each hearing, mail
a copy to all the property owners within 300 feet and post a notice on the property. After the
Planning Board holds their hearing they will make a recommendation to the City Council. The
City Council will take the Planning Board recommendation into consideration. If a hearing is
required before the City Council they will then take into consideration oral and written
testimony as well as the recommendation from the Planning Board A decision will be made by
the City Council within the time frame allowed by Section 67-6511, Idaho Code.

SBA Towers, Inc. is proposing the development of an antenna support structure for wireless
communications. This wireless communications facility will be located in Rexburg City. Please refer to
the attached Conditional Use Permit application.
In past years, many cities and counties have experienced an increased amount of antenna support structures
in their jurisdictions. Several of these antenna support structures were not engineered to allow for multi -
tenant use (collocation). As a result, today many jurisdictions are dealing with numerous antenna support
structures scattered throughout their communities. SBA Towers, Inc, recognizes the need to provide
antenna support structures that can accommodate multiple carriers (collocation). SBA Towers, Inc. is
proposing an antenna support structure to be strategically located within Rexburg City. SBA Towers, Inc.
is proposing to construct a 195' 0" lattice tower, which will accommodate up to six wireless
communication carriers. This will help minimize the need for additional wireless communication sites in
the surrounding area. This will also eliminate the future potential of tower proliferation in the proposed
area.
SBA, Inc. was founded in 1989 and has been the leader in wireless services since its inception. For the past
ten years SBA, Inc. has provided many services to the wireless industry such as site acquisition, zoning,
turnkey construction and project management to name some. In November of 1997, SBA, Inc., with both
public and private investments, created a subsidiary called SBA Towers, Inc. Today, SBA owns and
manages over 1400 wireless communication sites across the United States and plans to add another 700 to
their tower portfolio by years end.
Purpose of Request: To construct and manage a wireless communication facility by leasing vertical space
on an antenna support structure and providing space for telecommunication equipment.
Description: The antenna support structure will be a 195' 0" lattice tower constructed on a 100' 0" x
100' 0" (10,000 sq. ft.) section of land located on parcel ID #06N 40 E 32 3002. The antenna support
structure will be structurally designed for multi -tenant use (collocation). This site will be an unmanned
facility requiring only periodic visits to perform routine maintenance by the owner and wireless tenants.
The lease area will be developed to accommodate multiple carriers' telecommunication equipment
specifications. SBA will also construct a master power distribution rack (approximately 2' 0"x 10' 0" x 6'
0" ht.) to provide power and telephone service to tenants.
Relationship and Impact: The site is zoned AGI (Agricultural). The Rexburg City ordinance states that
the proposed lattice tower is allowed in this zone as a conditional use. SBA believes that this proposed
antenna support structure is consistent with the planning and zoning objectives of Rexburg City.
Constructing an antenna support structure capable of supporting multiple PCS/Cellular service providers
will eliminate the need for another tower in the immediate and surrounding area.
Location and Accessibility: This site is located in Rexburg City at approximately 41" East and 12a' South.
This site is accessed via an existing dirt road.

FAA Requirements: SBA Towers, Inc. complies with all FAA (Federal Aviation Administration)
regulations that pertain to the siting and construction of wireless communication facilities.
Structural Design of Monopole: SBA Towers, Inc. purchases steel from tower manufacturers that have
years of experience in this industry. This 195' 0" lattice tower will be carefully engineered and designed
to provide for the greatest safety and capacity in the area.
Color of Monopole: The lattice SBA Towers, Inc. has manufactured will be galvanized to protect the steel
from rusting. The galvanization process will not leave the steel a "shiny silver" color but rather a dull gray
color. This will help minimize the visual impact of this structure to the surrounding traffic in this area.
