Dear Val,
Thanks for sending me the additional information we need to provide regarding the
parking plan for our property west of Ricks College dated Aug 21 st. We had contracted
Mountain River Engineering & Surveying to put together the initial site plan that we
submitted to you in August. I forwarded your letter to them after I received it and they
are currently addressing those issues. In order to verify what will and won't work they
have done a topographical survey. As soon as they have the information put together I
will send it to you.

To Whom It May Concern
I own Breckenridge Apartments located directly west of the Ricks College Football Stadium on 15' west. When I
purchased this complex there was also included three homes that were used for apartments, two of which faced 18'
west. My goal was to eventually remove these homes and build an adjoining complex. However, to do this I would
have to buy the adjacent properties to facilitate room for parking.
In June of 2000, 1 purchased the home at the corner of 1't west and 2nd south. This was adjacent to my existing
property on the south.
In July of the same year, I purchased Chateau Manor, which was a home converted into apartments. This property
is directly west of the other parcel that I had purchased in April and adjoins my existing property again on the south.
While securing this property I worked with Green Valley, Inc. who are contractors from Rigby and Mountain River
Engineering, a civil engineering firm out of Idaho Falls. Together we put together an initial plot plan that was
submitted to the city engineering department in August.
At this same time we began making arrangements to prepare the property for this development.
In August, just prior to the beginning of the fall semester I had the home at the corner of 1 s' west and 2nd south
moved. At the same time I had trees cut down, fences removed and cleaned up the area on both properties in
preparation for construction which would begin at the conclusion of winter semester 2001.
Housing contracts had been sold by the previous owner of Chateau Manor for the upcoming school year prior to my
purchasing of the property which prohibited me doing any demolition other then the removal of fences and cleaning
up which is mention above.
During this time (latter part of August) Green Valley received a letter from Val Christensen, Assistant Engineer for
the city. He as well and Dee Owens, Fire Marshall, had reviewed the initial plot plan and requested further details.
We felt that we were on the right track therefore we proceeded "full steam ahead" with this project. We had
Mountain River do a complete topographical survey for the civil requirements and began the architectural and
structural requirements for the apartments themselves.
In December I learned the parking requirements were changing from .7 cars per student to 1 car per student. The
property I had purchased and apartments planned were based on the .7 cars per student.
Initially we designed a 15 -unit complex that would be 4 units, three high with 6 beds per unit (90 students). But due
to set back requirements by the city, I had to reduce this to a 12 -unit complex (72 students). I can make this work
financially, I think, but I can't if I have to reduce more then this.
Because this is and has been a project that I have been actively working on through the course of last year, i.e.
buying the property, removing a home, cleaning up the area, submitting a plot plan to the city, working with a
contractor, civil and structural engineers as well as architects, I feel that I have a right and qualify to be
grandfathered in at .7 cars per student.
I hope the city will give this serious consideration
