Some basic knowledge of the existing runoff pattem is necessary to understand the proposed improvements,, Natural runoff from campus flows in a northwesterly fashion. Runoff through camps is generated wave the intersectioTi of 2.." Street East and 7{1' Street S outh and cflntinues all the way thxough campus. In the date ?Q's as the Benson Building expanded, a 24 -inch. storm drain system was constructed to collect runoff from a settling pend east of the .Benson Building. This settEng pond was constructed to alleviate the peak runoff from the large cvntributm'g area. Discharge from this selling pond was intended to flaw into the 24 -inch pipe, run under the building, and into the storm drm'n system near Center Street and 56' Street South. Ho-wever more recently, as development of the gardens and arboretum occurred runoff from the pond was pushed ffirther north and. 'is no longer being collected by the 24 - inch pipe, thus deaciivatinLyy the sysw`xn. Present drainage of this area of campus flows into the parking !at north of the Benson buildina and, down Center Street until it intercepts a storm drain system wear tenter street and Viking Drive (0' Street South. Maintenance crews indicate that it is quote a mess durm*g the spring runoff. T'he location of the proposed building addition is next to this natural drainage area. As put of this project, the existing 24 -inch sterna drain gips dor which was used to collect pond discharge is goincr to be abandoned and replaced with a new 24-I'Mch storm drain pipe and catch manhcaie. Thus, runoff Will be sent back into the 24 -inch storm drainage collection system, reactivating the system. The drainage area and seitlang pond is comprised of grass- Additionally, the 2 -.4 -inch concrete storm drain pipe, located under the proposed building, will be replaced with PVA to meed current building cods. By Teactivatm*g the 24 -inch storm drain, impacts may occur to the downstream collection system_ We understand that this was the intent of the 24 -inch piped system, so this reactivation approach i's consxstent va'th this plan., We request feedback from the City on tWs matter. Consequently, it may help minimize problems in other collection systems. Site Modifications The overall construction area is approximately 1.$ ages (excluding the water line extensions fog- fire protecton). dor simplicity, the impravements have been divided into free parts: 1 ) Impervious Area; 2} Pervious Azea; and 3 } Building Area. The pervious area is also decreased (rougblv 0.3 acres) which is caused by remavine, axassy meas adjacent to the exisfing building. The new building addition takes up the decreased areas and results in the (x.45 acres of new building area. This should be provided to the City of Rexburg during the pian submittal process. The purpose of this is to summarize -the way norm drainage may be handled for this project. Additionally, we would like to be pure you and the University are aware of' storm drain system issues. Over the past few years, the University has been experienc ncyt'ioodzn.c, problems. Through some quick research,'we feed part of this problem was due to the 24 - inch storm drain being inactive, thus pending runoff a different direction (north of the Benson Building), As you know, we suggested a master plan be performed for the storm drainage to help fully understand the drainage problem. However, we. were instructed this is under a separate contract, and a scope limit of 20 deet outside of the new building was set. As part of the project., a new 24 -inch storm drain lane will reactivate_ theior�inal st�arm drain collection system. By doing this, flooding pro- blem.s north of and in the immediate vicinity of the proposed. building mai be reduced. Our concern is related to "reactivating" the storm drain, resulting in downstream system impacts. We stxangly, recommend that a more comprehensi.ve "off -side" analysis be performed to better understand why flooding and sedimentation is occurring at the proposed building site and whai, if any, potential impacts and mitigation may be needed associated with reactivation of the downstream drainage system..
