CITY OF REXBURG
BUILDING INSPECTION SEQUENCE
Type of inspections: For on-site cans#ructian, from time to time the wilding officiar, upon
notification from the permit holder or his agent, shad mike or cause to be made any necessary
inspections and shall either approve that portion of the construction as competed or shail notify
the permit holder or his agent wherein the same fails to comply with this cod�.
1. LAYOUT: Lot corners slaked, staking in place for building, prior to excavation:
2. FOOTING: {commonly mads after poles or piers are set or trenches or basement
areas are excavated. Forms and horizontal reinforcing tied in place,
vertical reinforcing cut and on fob site or tied in place.
3. FOUNDATION INSPECTION:
The foundation Inspection shall in�iuded excavations for thickened slabs
intended for the support of bearing wars, partitions, structural supports, or
equipment and special requirements for wood foundations. All farms and
reinforcing steel, etc., shall be in place.
4. PLUMBING, MECHANICAL AND ELECTRICAL:
Rough inspection: Commonly made prior to covering or concealment,
before fixtures are sed, and prior to framing inspection.
5. TRUSS INSPECTION:
Inspections of trusses.
6. FRAME INSPECTION:
Commonly made after the roof, all framing, firestopping, draftstopping and
bracing are in place and after the plumbing, mechanical and electrical
rough inspections are approved. (Electrical inspection performed through
Stade of Idaho Electrical Bureau)
7. LATH AND/OR WALLBOARD INSPECTION:
Commonly made after all lathing and/or wallboard interior is in place, but
before any plaster is applied, or before wallboard joints and fasteners are
taped and finished.
8. FINAL PLUMBING AND HEATING INSPECTION:
All systems in place, fixtures set, ready for occupancy
9. SIDEWALK INSPECTIONS:
After forms are set, prior to placing concrete.
10. FINAL INSPECTION:
Commonly made after the building is completed and ready for occupancy.
11. OCCUPANCY PERMIT:
Issued when, on final inspection, building is ready to occupy.
12. OTHER INSPECTIONS:
In addition to the called inspections above, the building department may
make or require any other inspections to ascertain compliance with this
cede and ocher laws enforced by the building department.
INSPECTION CARD
The permit holder or his agent shall post the inspection record on the job site in an accessible
and conspicuous dace to allow the building official to make the required entries. The record
shall be maintained by the permit holder until the final inspection has been made and approved.

FOUNDATION DRAINAGE
Section 405 of the 2000 International Residential Codi requires that drains shall
be provided around foundations. The CITY QF REXBURG Building Department and the
pity Engincer have decided not to enforce this rule.
Almost all building Tots located off of the hill and down in the galley have a sail
structure, WhICr1. CDnS1StS of tDpSOII over gravel. Section 405 of the code includes an
exception for well -drained soils. Lots on the bill are another subject altogether. They are
almost entirely comprised of silt over bedrock. Foundation drainage could be eery
beneficial dor most of these lots. Many houses on the hill have part of their foundations
bearing directly an the bedrock. As water seeps into the soil {especially 'in spring} it tends
to drain downhill along the bedrock. Some foundations acting as a daze divert the flow of
water around them. This lends the home to possible water damage in the basement.
Foundation drains as called for in the International Code should be installed at
properties that match the descriptions given above. We will allow the contractors and
developers to make this judgment. call. Included below is the code covering this issue?
SECTION R405
FOUNDATION DRAINAGE
R405.I Concrete or masonry foundations. Drains shall be
provided around all concrete or masonry foundations that re-
tain earth and enclose habitable or usable spaces located below
grade. drainage tiles, gravel or crushed stone drains, perforated

pipe or other approved systems or materials shah be installed at
or below the area to be protected and shah discharge by gravity
or mechanical means into an approved drainage system. Gravel
or crushed stone drains shall extend at least I foot (345 mm}
beyond the outside edge of the fooling and 6 inches (1.53 mm)
above the tai of the footing and be covered with an approved
filter membrane material. The tap of open joints of drain tiles
shall be protected with strips of building paper, and the drain-
age tiles or perforated pipe shall he placed on a minimum of
2 inches (51 mm) of ,washed gravel or crushed rock at least one
sieve size larger than the file joint opening or perforation and
cowered with not fess than 6 inches (].53 mm) of the same
material.
Exception: A drainage system is not required when the
foundation is installed on well -drained ground or sand -
gravel mixture soils according to the Unified Sail Classified-
tion
Systerri, Group I Solis, as detailed 'in Table R4Q5.1.
8445.2 Wood foundations. Wood foundations enclosing hab-
itable or usable spaces located below grade shall be adequately
drained in accordance with Sections R405.2.1 through
84(35.2.3,
05.2.1 Base. A porous layer of gravel, crushed stony or
coarse sand shad be placed to a minimum thickness of,
4 inches (102 mm) under the basement, floor. Provision shall
be made fotomatic draining of this layer and the graved or
crushed stone wall footings.
R405.2.2 Moisture barrier. A 6 -mil -thick (0. 15 mm) poly-
ethylene moisture barrier shall be applied over the parous
layer with the basement floor constructed over the poly-
ethylene.
R405.2.3 Drainage system. In other than Group I sails, a
sump shall be provided to drain the porous layer and foot-
ings.
The sump shall be at least 24 inches (610 mm) in dia-
meter or 20 inches square (0. 0 129 mz), shall extend at least
24 inches (610 mm) below the bottom of the basement floor
and shall be capable of positive gravity or mechanical drain-
age to remove any accumulated water. The drainage system
shalt discharge into an approved ewer system or to daylight.
