HomeMy WebLinkAboutDESIGN REVIEW MEETING 5/31/12 - 12-00187 - 940 S 5th W - Steiner Properties - CUP for 24-Plexes  Design Review Committee Meeting The Dunes Apartments - Approximately 900 South 5th West May 31, 2012 – 11:00 am Attendees Design Review Committee: Winston Dyer and Johnny Watson Bruce Sutherland was excused. Applicant: Guy Robertson and Zane Powell, representing Kartchner Homes Staff: Natalie Schneider and Elaine McFerrin The Design Review Committee meets if there is a development issue that deviates from the design standards stated in the City of Rexburg Development Code Ordinance No. 1026. The applicant is currently going through the approval process for a Conditional Use Permit and a Preliminary Plat for this property. Building plans have not been submitted yet. Guy Robertson had brought in building elevations for the planned 24-plexes to be looked at by staff before going further and submitting building plans, and it was determined that a Design Review meeting would be necessary. The front and rear building elevations meet Development Code design standards. The issue before the Design Review Committee is that the right /left building elevations have a 40-foot section that may not have enough features to help break up the area. Windows, doors, and a change of materials and color are included as features on the plans. The elevations and site plan were viewed and discussed. Johnny Watson felt this issue of the elevation in question was fairly insignificant because of all the other details that the buildings have. There is a nice variety of textures and colors. There is a nice feel and scale to the project. The Committee members came to a decision that the project would meet design standards requirements. For the record, Johnny Watson stated there is nothing here that would set negative precedent by approving the subject elevation as it stands. The Committee is looking at the development and large buildings as a whole in this perspective. Winston Dyer was in agreement with Mr. Watson. The Committee requested that the applicant mask the utility meters so they are not visible from the street. The applicants were praised for the level of craftsmanship in past projects. This new project will be a great addition and asset to the community. Councilman Bruce Sutherland will review the building elevations and the decision made at today’s meeting, in order that there is consensus of the three Design Review Committee members on this issue. (On May 31, 2012, Councilman Sutherland reviewed the subject elevations and site plan and agreed with the decisions made at the Design Review Committee meeting.)
