Val Christensen stated that the Design Review Committee meets if there is a development issue that is outside the box, i.e. a deviation from City standards.
The issue regarding Southgate Apartments is the length of the buildings. The Development Code Ordinance 1026 states that the length of a building shall not exceed 160 feet. The length
of the buildings for this project is 176.6 feet. Troy Kartchner stated that the buildings will have jogs, color, and texture to break up the length. There are also jogs on the sides
of the buildings. The developers will work with staff on the landscaping, which will be maintained by the complex. He stated that they could have had more density, but they did not
do that so that lots of green space could be present on the project. There are no fire or safety issues. There will be 48 units of boys’ apartments (Phase 1). There will be 54 units
of girls’ apartments (Phase 2).
A copy of the elevations was examined. Val Christensen said the break-up of the roof and the buildings were excellent. Troy Kartchner said they have worked diligently to address any
issues.
The 2 members of the Design Review Committee, Winston Dyer and Larry Beesley, along with City staff Val Christensen and Natalie Powell, concluded that the request for the extra building
length of 176.6 feet was approved.
Winston Dyer stated that they are trading the extra length for the extra effort by the developer on the architectural design for the project.
A copy of the elevations was signed by Troy Kartchner, Val Christensen, Larry Beesley, and Winston Dyer; it will be put in the official file for this project.
