HomeMy WebLinkAboutDESIGN REVIEW MEETING - 08-00431 - Stonebrook Apartments Phase 2 - Site Plan Design Review Committee Meeting #09 00431 Temple View (Jared Sommer) 431 West 4th South January 5, 2010 – 12:30 pm Attendees Design Review Committee members: Winston Dyer, Larry Beesley, Adam Stout Applicant: Jared Sommer Staff: Val Christensen, Natalie Powell, Elaine McFerrin Val Christensen explained that this meeting was the first one to observe the new Development Code 1026 procedures. The committee members are now drawn from 3 separate pools – four P&Z Commission members who were on the design review committee previously, will continue as such, with one of the four persons present at meetings to lead the discussion. The other two pools are the City’s Council members and several professional representatives. The Design Review Committee meets if there is a development issue that is outside the box, i.e. a deviation from City standards. Winston Dyer welcomed the participants. Every development is unique. The purpose of the Design Review Committee is often to help reach a compromise between the applicant and the community. Jared Sommer showed the Committee the proposed building plans and briefly explained the design issue. He will be constructing an additional 18-plex and 12 -plex. They will not connect, but there will be a walkway. Setbacks will be met He is requesting that the building projections be reduced to 18 inches( 7 ½ in roof step) rather than the standard required 24 inch minimum. This would match the earlier approved buildings and would give a consistent look. Val Christensen said the buildings are not “eyes on the street”, or having visibility from the street. With areas away from the visibility of the street, the Design Review Committee can be more flexible. The Committee found the building projections of 18 inches would be sufficient to break up the lines, along with the brick and color variations that are planned. A copy of the plans brought to this meeting were initialed and dated by Jared Sommer and Val Christensen and will be put into the building file (#09 00431). A second separate issue Jared Sommer addressed was in regard to the front of the Temple View property, which is currently in the process of going through a Comprehensive Map Amendment application request. In anticipation that if the Comrpehensive Plan change request is approved, he will then be moving on to a rezone request of the property. A decision today would only be applicable if the zone is changed to High Density Residential. The plan is to build a 22-plex on the front piece of property, which is identical to the 21-plexes being built on the back other than 1 additional unit. He is requesting that the horizontal distance of the building be allowed to increase from the 160-foot maximum length to 165 feet , as there would be a 1- story end unit. The Committee discussed the request. Adam Stout said he felt this length increase would be okay. The unit is 1- story, not 3 -stories. The Committee concluded that the request for the extra building length was justified - the 1-story unit will help to break up the long wall. In addition the project would be pedestrian friendly – Jared Sommer said a sidewalk of at least 5-feet in width will go to 4th South.
