HomeMy WebLinkAboutDESIGN REVIEW MEETING 8/19/09 - 09-00067 - Jared Sommer - 431 W 4th S - Rezone to HDR1 Design Review Committee Meeting Jared Sommer – pre-building meeting 431 and 445 West 4th South August 19, 2009 – 11:00 am Attendees Design Review Committee members: Thaine Robinson, Ted Hill, and Winston Dyer Applicants: Jared Sommer, Leadawn Grant Staff: Val Christensen, Elaine McFerrin, Natalie Powell Jared Sommer requested this pre-building meeting. In May 2009, he obtained a Conditional Use Permit for this project. Previous to that, he had gone through a Comprehensive Plan Map change and a Rezone. He showed the meeting attendees a drawing of the buildable area that had been okayed. Prior to any construction, he wanted the approval of the Design Review Committee on a couple issues that would differ from the design standards stated in Development Code 926. Val Christensen stated that as a part of the conditional use permit for this project, the former Planning & Zoning Administrator Gary Leikness had requested that this body look at the planned buildings. Drawings of the planned buildings were shown to the Committee members. Two separate multi-family buildings are planned for the buildable area, along with a small building to be situated between them that will house the central heating equipment. The multi-family buildings will have three levels with the first level to be three feet into the ground (“daylight basement”). Wainscoting will be used on all three levels. The applicant is requesting that the building bump-out projections be reduced from the Development Code’s stated standard minimum of two (2) feet to eighteen (18) inches. The rear elevation, which measures fifty-four (54 feet), is a long expanse of wall that would need to be broken up. Three possibilities were discussed – color change, landscaping using tall narrow trees, and brick columns. The issues were discussed. The north part of one of the parcels remains designated as Commercial. Val Christensen said the area reflects a mixed-use situation. The Design Review Committee found that the buildings could be moved back; the rear eaves will be allowed to be six (6) inches into the setback. To break up the fifty-four foot rear elevation, two brick columns (one column for each of the buildings), will be used.
