HomeMy WebLinkAbout10 02 08 DESIGN REVIEW MEETING - 09-00226 - 73 N Center - Madison Library Addition & Remodel Design Review Committee Meeting – (no file # at this time) Madison Library 11:30 am – October 2, 2008 Attendees Design Review Committee members: Winston Dyer, Thaine Robinson, David Stein, and Ted Hill Applicants: Blaine Robertson representing Madison Library, and Wally Cooper and Jared, architects representing Cooper Roberts Simonsen and Associates (CRSA) Staff: Gary Leikness This pre-application meeting was held to address the library’s plans of placing a main entrance on the proposed library expansion that would face south and be approximately 130 west of Center Street. This proposed new entrance was contrary to what the design standards require in the downtown zone. The Downtown zone requires main entrances to be on the street side of the building rather than interior oriented to a parking lot. This requirement is especially applicable on corner buildings such as the library location. The Design Review Committee found that the side entrance would be acceptable. The basis for this decision was based on the existing building causing some constraints given the overall floor plan for the library expansion. This included library patron safety, especially children. The decision was also based on the library’s floor plan for after hours use of the building and where the current bathrooms are located. The applicant, in an effort to orient the main entrance will angle the entrance so that it faces Center Street, and efforts will be made to create a wider, more pedestrian focused sidewalk that will go from the front entrance to Center Street. The existing Center Street door will become an emergency exit only.
