From the 2000 IItC Cvmmenfary and the 2003 IBG StruciUral Q&A Application Guide we find the reason stated for the, 2x2 washers was to compensate for eta common construction practice of over sa%�jing bolt holes up to %inch. The AF & PA 2001 National Design Specification Section 11.1.2.2 used as a referenced Standard in both the 2043 IBC and IRC states that such a sill plate bolt hole shag be a ma�mum of 1/16 inch larger than the �o�inal bait diameter. The larger -square washers enable the nut to apply enough clatr�ping action between the sin plate and foundation to prevent longitudinal splitting of the sill plates and loss of lateral load capacity. Cyclic testing after the 1994 Northridge Earthquake was used to vexify the 2x2 washers were sufficient to provide the added surface area needed. This only works though if the nuts are tightened suff clently. In the April 2002 ICC Cade Change Hearings the .ci�ug Seismic Safe�Ly Council Cade Resource Support Committee (BSSC-CRSC) submitted Code Change RB92-02. This change added the 3x3 requaar�m�nt to the 2003 IRC. The reason given for the code chance was to cal -respond to the 2000 NEHRP Section 1 .5.3 recominending closer spacing between braced wall lanes. No data was given to suggest the 2x2 washers were not sufficient as used M- the IBC. NEBRP is szmflar to the old "IQ's only a recommendatjon" code put out b HUD.Y On FebruaTy 17:, 2005 the Snaky River Chapter of the Intern.arionai Code Council met and reviewed the above 'rLformatiOn. The members present voted to recommend the use of the 2x2 ISS comphani washers in IRC applications under LSC Section RI 04.11 Alternate Methods of Construction. The 1/16' inch maximum over Si zing of holes wzll s�t� be required or the 3�3 washers w��, have to be used za Design Category D. The use of 2x2 washers in Design Category C for f inch oversized holes was also recommended as an option to replacing the sill plates. Also, the 2003 IBC Structural Q&A Application Guide does not recommend cauntershkiug of foundadon sill plate anchor bolts without an engineered desim accoun#uag for the reduced in -plane shear.
