have discussed the building permit review process with Val Christensen, Rexburg City Building Official. I asked
him about doing a phased construction project, reviewing the project with a footing/foundation/site package in the
spring of 2005 and a final package summer of 2€305. This is what he indicated to me:
In the past they have allowed phased construction projects and have had no problems with them. The fast
seversl months they have hada lot of projects come in for review. More than they have had all year. Up to this
point their review process was two weeks. But due to the amount of projects submifted i# has extended to four
weeks. A lot of people were complaining abut the review time. They all wanted to get started before winter, 5v
in order to help the ,patrons they agreed to da just a footing and foundation review and approval and then the rest
later. This has added to the load and has created a lot of confusion for the pity.
SU AS OF NOVEMEBER 'I 2004 THE CITY IS NOT ACCEPTING REQUESTS TO DD CHASED PROJECTS!
This is dui to the large amount of projects that have come in. If the trend continues this may stay. Val feels that
by spring it will show down and they will revise this policy. He said that he is very willing to work with us as is the
city. He is concerned however that if projects keep coming in as they have been the policy may not change. He
indicated that even if thedo not than e the policy t1ley are WHIiing to work with us and do a Dhased
RMLect. He is concerned though that with the city proceeding and doing the temple as a phased project without a
change to the policy for everyone There may be some issues arse from the public. After explaining this situation
to me he feels very good that things will change. He also indicated that the review time would be 4-6 weeks dor
this size of a project.
Chad and Vern: i hope that this helps, i know that this is not as cut and dryas we would like it to be but feel that
we should plan for the phased project. Lit me know what you think.
