Our City Attorney and Chairman of the Planning & zoning have reviewed
the determination made by the Attorney General' office regarding the
category of this type of facility you are requesting to put in the old
Amdahl building located at 299 East 4th North. This decision was made
to Sheila Kellogg, Administrator, Ashton Memorial Hospital by the
Attorney General's office. Because of this decision our City Attorney
and Mr Millar have determined that this facility would fit under the
category of a hospital and would be permitted at that location which is
zoned H.B.D.

Dear Mr. Zollinger,
This letter is to confirm the agreement for the modular building to be placed at the above
location. Both ECIPDA and Ashton Memorial, Inc. understand that the modular building has
been approved on this site for a three (3) year period of time. At the end of this time, the
building must either be removed from the site or we will need to return to the City Council for a
continuation of this permit.
I have met with John Millar, Public Facilities Director, on this date regarding locating the
modular building directly north of the east wing of the present building. This location meets the
City Council's recommendation for the specific site and Mr. Millar has also found the site
acceptable.
