Public Facilities Coordinator FROM: Joe Laird, City Engineer SUBJECT: Quail Hollow Preliminary Subdivision Plat. After reviewing the Preliminary Plat for the Quail Hollow Subdivision, I have the following comments: 1 --- The Barney Dairy Road is designated as a Minor Arterial Street on our Transportation MasterPlan. As such it should have a 101 ft. right of way (See Typical Street Section # 6) which would necessitate a 50.5 ft. (1/2 street) right of way for the Barney Dairy Road instead of the 30 ft. (1/2 street) right of way shown on the plat. 2 --- The future Barney Dairy Road will be as high or higher than the existing road. Quail Hollow Rd will need to approach the future Barney Dairy Rd. with a relatively flat grade, say 1% to 2% so cars stopped at the intersection don't "spin out" when the roads are slick. The ground surface of Lots 1 and 20 should be raised up somewhat higher than the existing ground to more nearly match the grades of the Barney Dairy Rd. and the fixture (higher) Quail Hollow Dr. 3 --- At such future date as the extension of the Barney Dairy Rd. is completed, the existing Barney Dairy Road (does it have a future name?) will have to have it's alignment changed somewhat so it "Tees" into the new Barney Dairy Rd. (See proposed red alignment on map.) 4 --- The 60 ft. Future Road Easement between Lots 5 & 6 needs 20 ft. radii on the four corners. 5 --- How will storm drainage be taken care of? It will be increasing 300% to 400% after the homes streets, driveways, etc. are constructed. Where are the low places the water will go and where are the storm drainage ditches, pipes and easements that will allow the storm drainage to go from one lot to another to another until it gets to --- where? Which lots will need driveways with storm drain pipes under them and which won't need them? 6 --- The City doesn't have an approved Street Typical Section for streets in the Rural Residential Zone. We need to prepare a Rural Street Typical Section for streets in this Zone. 7 --- Approximate locations of the private wells and septic tank/drain fields need to be shown for each lot so that individual owners don't disrupt the required pattern and create problems with neighbors wells and/or septic tanks being too close to each other.
