Address the following points as applicable on attached sheets. 1. Is the rezoning request in accordance with the comprehensive plan? 2. Are water and sewer facilities, fire and police, streets, rr� M and schools presently serving the area? If they are, are they adequate to serve any development under the proposed zoning? If not, are measures being proposed to assure that public facilities and services will be adequate to serve any new development? 3. Is the site large enough to accommodate the proposed uses, parking, and buffering required? 4. What are the surrounding land uses? What are the existing uses presently permitted under the ordinance? Are such uses compatible with neighboring properties? 5. Will the site as rezoned be compatible with the existing uses? What provisions will be made by the developer to assure compatibility? (P. Is the nature of the neighborhood changing? Is a residential area converting to offices or commercial or is it still a strong residential area? Will increased traffic reduce the viability of existing uses? I . Will all uses permitted within the zone be compatible with the area? The Commission or Council may address other points than those discussed above, but a narrative addressing at least those applicable points will assist in processing your application. Yes; a conditional use permit and a variance granted to Stephen Meyers, because of the size of the Lot, would make it possible to use the Lot with the zoning change. Variance 5' North side yard; 7'6" South side yard, average set back of existing structures on front yard facing East. 4. Surrounding area is college property, college housing or two (2) private residences. The logical use for the property would be something associated with the college. It is one of three (3) properties bordering the college not zoned MDR or HDR. 5. Yes; girl's dorms are directly across the street to the South. 6. Yes; more and more houses are renting to college students. No; increased traffic would be minimal. This Lot has been vacant for so long that people wonder what is wrong with it. It has been a weed patch and an eye sore to the neighbors. Part of the reason for this has been that with its' current zoning as a single family unit or duplex, it is not very appealing for a family to live there. Its' closeness to the campus and already heavy college use does not invite families. With LDR1 zoning there could only be four (4) students, which does not make it work financially. With this zoning change and variances for lot size granted, a nice structure could be constructed. It would take away the eye sore and make it usable property for what seems to be its' natural use at this time, which is something associated with the college.
