Box 280 12 North Center Street Rexburg, Idaho 83440 Phone (208) 359.3020 Fax (208) 359-3022 e-mail rexburg0Ci.rexburg.id.us I have performed a preliminary review of the Eaglewood Apartment Plot Plan and have identified the following discrepancies - 1. The setback distance on the East property line will need to be that of a rear yard and therefore 20 feet. 2. On a recent visit to the City of Rexburg Building Department, Keith Romney instructed us that he intended to put additional apartments on the North end of the Project. My calculations (which are rough) identify about 88,500 square feet of landscaping on the current plan. The overall Jot size is 441,563 square feet. Twenty percent of the property is required to be in landscaping, or about 88313 square feet. There doesn't seem to be enough space for additional buildings and the parking they require. 3. Our ordinance requires that landscaping the size of ten percent of the parking area be set aside for snow removal. This area needs to be adjacent to the parking lot and in areas where large piles can be made and in areas close to all parts of the lot. Areas next to driveways within the sight triangles can't be counted or used for snow storage. On the current plan, areas that will work good for snow storage are the large landscaped area at the far North end of property and the area East of the building that backs up to Aspen Village Apartments. Both of these areas were ones that Mr. Romney suggested that other buildings might be placed. Please be aware of the ten percent snow storage space in your future changes. 4. Storm water collection and detention need to be addressed. The plan must show grades, catch basins, storm drain lines and how and where they connect to existing City of Rexburg lines. You must also provide a means of detention to hold water back from the City of Rexburg's existing system for release at a time after peak flow. Mr. Romney has more land to the East of this project that he plans on developing in the future. I strongly suggest that you consider the whole area when you design the storm sewer and its need for detention. 5. Provide information on utility lines and hook-ups. Show all water and sewer lines with sizes, depths and location. Electrical service should also be indicated on plan. 6. Provide one fire hydrant at the Southeast corner of the project. Chris Huskinson from the Rexburg/Madison Fire Department suggested that one hydrant would be sufficient for this project. He asked that it be located in what would become the City of Rexburg North right-of-way of 7`h South on the far Easterly end of the project. 7. The Fire Department requires that a fire truck be able to enter the parking lot, drive down to the end and not have to back out. To accomplish this, a 28' radius is required at all turns in the fire truck route. The 28' radius is based on a 20' aisle. Please take this into consideration when you do your re -design. 8. Show approved fencing along property line dividing parking lot from Aspen Village Apartments. 9. The 10' side yard setback shown for these buildings does not seem to work. A 10' setback would allow a building with a maximum height of 30'. The drawings that I have indicate that the buildings are higher that 30'. 10. Please provide driveway and sidewalk details on plot plan. At the comer of 7`h South and 2nd East, you will need to show a sidewalk handicap ramp. I have attached a copy of the City of Rexburg's Standard Specifications for driveways and sidewalks. Please show the sidewalks and driveways, accurately drawn and with dimensions on the plot plan. The sidewalks will need to be back at the right- of-way line with a landscape strip between it and the street. 11. Please show the entire new street right-of-way for 7`h South. The plot plan should indicate that the street will be constructed back to the East side of the first approach for the first phase of construction, and then finished to the Easterly line of the project for the second phase of construction.
