To follow is our application for rezoning on the Neville property located at approximately 700
South and 300 East, Rexburg, Idaho.
Answers to questions I through 8 on the application are as follows:
1. Our application for rezoning is in accordance with the comprehensive plan,
2. In our planning, we have determined that there are adequate water, sewer, fire and police
serving our area. Ricks College students would be housed in our apartments and we feel that we
the potential growth of Ricks, that our services would be greatly approoiated by the College.
The existing streets of 700 South and 200 East and with the possible extension of 700 South
Street to the East would more than adequately take care of our project.
3. Our site is large enough to accommodate the apartments, parking, and buffering required.
4. The Aspen Apartments are to the North and West of our property. The ground to the East
and is owned by ns and is presently vacant. The ground to the South is in Madison County and
is presently being farmed. The existing use presently permitted under the ordinance is MDR.
This zoning is compatible with the neighboring properties, however, with the increased parking
ratio from .7 stalls per occupant to 1 stall per occupant, we have found that our origins.] plan
couldn't be completed without rezoning this piece of MDR property to HDR. It completes the
block of HDR property started by Aspen Apartments several years ago.
5. The site being rezoned will be compatible with the existing uses. We will be using the best
design criteria in building and completing the project. This project will be something that not
only we, but, the citizens of Rexburg will be proud of
7. The neighborhood is not really changing, The zoning on the West has been HDR for over
20 years. This piece of property has been MDR for the same period of time. With the

anticipated growth of Ricks College, the time has come to develop this piece of property to assist
Ricks in providing housing for its students. It is our opinion that providing the 1 stall of parking
per student housed in our project, that we will have the best parking and traffic control on
campus. Our engineers feel that we will have adequate traffic control with the project and have
provided for same We don't feel that increased traffic will reduce the viability of existing uses,
Our students will have adequate on site parking with the 1 parking stall per student ratio and will
not be parking on the street in front of our project. This will free up snow removal and create
better and safer traffic control in the neighborhood.
8. All uses permitted within the zone will be compatible with the area.
