ANNEXATION FOR JOE ALLEN
1. On October 25, 2000, Joe Allen appeared before the Planning & Zoning Commission for
the City of Rexburg requesting annexation of property located at 17 West 1500 North,
which property is in the Impact Zone. He is requesting the said annexation be zoned
Highway Business District (HBD).
2. On October 26, 2000, Joe Allen presented to the Rexburg City Clerk a Request and
Application for Annexation for property located at 17 West 1500 North.
3. The City Clerk published the Notice of Public Hearing in the local newspaper on October
26, and November 3, 2000, posted a notice on the property and sent notices to all
property owners within 300 feet of the above mentioned property.
4. On November 15, 2000, Joe Allen appeared before the Planning & Zoning Commission
for the City of Rexburg requesting annexation and zone change of property located at 17
West 1500 North along the Salem Highway. There was public opposition to the entire
parcel being zoned Highway Business District (HBD). After consideration the
Commission moved to recommend this matter to City Council for public hearing to
annex the entire parcel of ground with the 662 feet directly west of the Salem Highway
being annexed as Highway Business District (HBD), the remaining portion of said
property to remain zoned as Rural Residential (RR).
5. Due to a technical problem in the process of this hearing it was concluded the last public
hearing should be cancelled and the process would start from the beginning.
6. The City Clerk sent for publication the Notice of Public Hearing in the local newspaper
on December 6, 2000, and December 13, 2000, posted a notice on the property and sent
notices to all property owners within 300 feet of the above mentioned property.
On December 21, 2000, Joe Allen appeared before the Planning & Zoning Commission
for the City of Rexburg requesting annexation and zone change of property located at 17
West 1500 North along the Salem Highway. There was public opposition to the entire
parcel being zoned Highway Business District (HBD). Discussion concerning the growth
north of town, mixed feelings with growth and the impact on the neighbors and the need
for buffer zones. It was moved to approve this request for recommendation to public
hearing before the City Council.

on December 29, 2000, and January 10, 2001, posted a notice on the property and sent
notices to all property owners within 300 feet of the above mentioned property.
9. On January 17, 2001, Joe Allen appeared before the City Council for the City of Rexburg
requesting annexation and zone change for property located at 17 West 1500 North along
the Salem Highway. It was requested that the entire parcel be zoned as Highway
Business District. There was no opposition to the property fronting Salem Highway
being zoned HBD but there was opposition to the back portion of the property having a
zone change. There was discussion on this request including the need for buffers
between properties. It was recommended by motion that this annexation and zone
change be approved as being in the community's best interest with the entire parcel being
zoned as HBD.
