In 1995 when the Impact Zone was created the City established with each property owner who
was or anticipated having livestock a number of livestock which the property owners presented
to us as being a reasonable number for their operation. On the Ralph Steiner property it was
established that 10-35 head of livestock could be kept on the property. This would be
conditionally granted as part of the annexation if annexation does occur. .
We would anticipate that if the property owner desires to retain this number of livestock that the
same requirements would be granted whether they are in the impact zone or annexed into the
City.
I have included with this letter a copy of the applicable section of the Zoning Ordinance which
deals with livestock in the Impact Zone.
The grandfathering of the livestock use would run with the property and is not set aside fora
specific person but would stay with the property until it is spent through non-use or change in use
of the property from agricultural to high density residential or a similar use.

Annexation Petition
We, the residents of south 51 West and adjacent areas hereby request that we be annexed into the
city of Rexburg and that water, sewer and sanitation services be provided. It is understood that when
sewer and water lines are extended into the area that we will be required to connect to them and pay
the required fees. We request that an L.I.D. be created to fund the costs for extension of utilities
into the area.

Dear Sir,
Please consider the following as our written testimony to be read into the minutes at one of the public hearings to
be held concerning the above matter.
We have been away from the Rexburg area for some months and just recently found out that last November a
group of our neighbors and friends rejected the annexation of our area in the city limits. We support their
feelings totally and whole heartedly. We do not want our property included in any annexation.
Please give consideration to our feelings on this matter as listed below.
We started asking in 1971 if we could hook up to the city sewer and water but each time were refused.
In 1988 when we built our present house we asked several different times about hooking up to city sewer
and water. Each time we were told no or given senseless reasons why we couldn't. By that time one was
across the street and the other a half a city block from us. Because we were refused we drilled a well
with good water and built a sewer system which is very ample for our needs. They cost a considerable
amount of money but we are happy the way it now is and have no desire to make any changes.
2. Police protection is not needed beyond what we now have.
The county has a fire protection program which has proven ample.
4. We also recognize what the city has done with irrigation ditches that have been established for many
years. We irrigate by ditch and don't want it changed or stopped.
5. We do not need additional taxation. The present also seems very ample.
6. We raise animals and at this time don't need more restrictions. We have seen how it works, to gradually
ease them out of the property when city restrictions come into affect.
7. Road maintenance and snow removal are taken care of very well by the county. W have no complaints
with these two county services.
The bottom line is that the city doesn't have anything to offer us by annexing us into the city limits. We are
comfortable with our present set up. Please make no effort to annex us.

Dear Mayor Sutherland;
In response to your letter of 18 July 2000 and a subsequent telephone conversation with City
Attorney, Stephen Zollinger, we express our thanks to you and the City Council for the offer to
"...waive the normally applicable front footage fees ... for both water and wastewater..." for our
property located at the above address. We understand this incentive offer is conditional upon our
accepting annexation in writing prior to November 1, 2000. We accept annexation to The City on
these terms, understanding that at the time, if and when, the property is connected to the waste
water system The City requires the property owner to pay a connection fee and install the
connecting pipe to the property's sewer system.
We appreciate the City addressing the concerns of the property owners in this area.
