PROPERTY LOCATION: 280 Lorene St COMPREHENSIVE PLAN: Medium Density Residential 1(MDR1) to High Density Residential 2 (HDR2) CURRENT ZONING: Medium-Density Residential 2 (MDR2) APPLICABLE CRITERIA: City of Rexburg Development Code (Ordinance No.1200) Chapter 3 Standards for All Zones, Chapter 4 Residential Zone Standards, and Chapter 10 Subdivisions § 10.09.010 Planned Unit Developments AUTHORITY: §1.04.020 (D) “The Commission may recommend that the amendment be granted as requested, that it be modified, or that it be denied.” I. BACKGROUND The Applicant has requested approval of a Planned Unit Development (PUD) for purposes of reducing the front and rear yard setbacks for some of the buildings and an increased density in the Medium-Density Residential 2 (MDR2) zone with approval of Bonus Points. The Plat will follow the Plat requirements as well as any other requirements described in the Planned Unit Development section of the City’s Development Code. II. SITE DESCRIPTION The property is located South of Lorene Street. The property is surrounded on three sides (North, East and South) by vacant fields. East of this parcel are commercial buildings. The total area for the lot is 3.99 acres. The Applicant can currently build nineteen (19) 4-plexes with the current zoning. III. ANALYSIS If approved, the request will result in allowing an increased density of four (4) additional 4-plexes and allow reduced yard setbacks. IV. STAFF REVIEW a. County Surveyor approval is required. b. An old irrigation ditch ran through the property. The irrigation certificate must include an instrument number for the ditch easement removal. The irrigation ditch would need to be shown unless it can be abandoned. V. STAFF RECOMMENDATION Staff requests that Planning and Zoning recommend to City Council to approve the Teton River Flats Planned Unit Development (PUD) at 280 Lorene St if the Commission finds that the proposed request is compatible with the surrounding area or in the best interest of the neighborhood and the community with the following staff suggestions: a. The Plat shall include all required submittal standards and incorporate all conditions of approval as outlined previously in this document’s Staff Review. b. Staff recommends that these conditions do not hold up the Commission or Council’s approval of the Planned Unit Development Plat. Staff will follow through and require the conditions be met before the Teton River Flats PUD Plat is signed and recorded.
