As per the Development Agreement and as per accepted city standards prior to the City accepting any responsibility or long term maintenance for the roads, water or wastewater system certain information and documentation must be provided to the City and to DEQ. As a minimum DEQ requires that as built or record drawings for water and sewer systems be completed by a registered engineer and copies of them submitted to DEQ. We also require a copy of all utility drawings for the project. Prior to the City accepting any responsibility for long term maintenance on the road or utilities we need to see compaction tests on all trench work for the water and sewer lines and leakage tests on the sewer line, pressure tests certification and biological cleanliness certification for the water lines. We need to see that gradation certifications were met for the granular barrow and sub -base and that compaction tests were taken and passed for the sub -base, base material and asphalt material. I am attempting to work with you on almost all issues but there are certain minimum items which need to be done to certify to the City that the construction is being done in accordance with City criteria so that long term maintenance problems will not develop. It is our requirement that you provide on-site inspection services by qualified personnel during the installation of utility lines and any paving that is done.
