HomeMy WebLinkAboutWRITTEN RESPONSE - Webster, Wade - 221 W 4th S - Rezone from HBD to HDR14 August 2002 Rexburg Planning & Zoning Commission: My name is Brett C. Johnson. I live at 480 S. 3rd W. in Rexburg, Idaho. I wish to offer comments concerning the public hearing scheduled by the Rexburg Planning & Zoning Commission at 7:05 PM on 15 August 2002. This hearing concerns a proposed zoning change for the property addressed 221 W. 4 1 S. I live just across the street from the west end of the property & so will be affected by a change in its use. Because of past zoning in this part of town, my home & two others adjacent to it have been gradually surrounded by apartments. The occupants of these rental units are generally good neighbors. I have no rational basis on which to oppose development of more apartments on the proposed site. The City clerk gave me a brief look at the plot plan for a proposed development on the property. The available space seemed to be nearly all building or asphalt, except for a green strip along the back of the building. This space was not accessible to people, except at the ends of the building, which covered the length of the block & appeared to be around 600 feet long. The proposal before the commission is to change the zone of the property to high density residential. My understanding is that this zone allows 30 "units" per acre. I did some rough estimates of acreage. It appears to me that, were the zone changed as proposed, well over 100 "units" could conceivably be built on this site. I believe there were 72 units in the proposed building. Considering the lack of green space/landscaping and the apparent extensive parking area required for the proposed number of apartments, might it not be better to zone this property medium density rather than high density? According to my limited knowledge and rough calculations, I believe a development not much smaller than the size proposed could be built, with a more pleasing environment for the tenants and neighbors. I have one other concern. What was once called the Rexburg City ditch runs somewhere across the property in question. It is buried in a culvert and is now part of the City storm drain system. Does the City have or require an easement for this utility? Are the developers aware of this storm drain and will it affect their building plans? Thanks for your attention to my concerns.
