We have reviewed the plans and overall development proposed for the I' Amended Plat of Lot 1
Block 3 of Rexburg Original Townsite and have determined that the city has adequate capacity in
our water systems and wastewater system to meet the demands resulting from the development of
this subdivision. The developer will be paying connection fees that will be used for the expansion
of our systems capacities.

The new street located on the north side of the mentioned property is scheduled to be a minor
arterial and as such is to be constructed to typical section 6, which is attached. Because of the
limited right of ways the north side of the street has been constructed to a width of 38.5 feet from
the section line to the back of the north curb line. The required street width for section 6 is 70 feet,
which would leave your side at a width of 31.5. We have previously agreed to live with aright -of -
way width of 28 feet. Because of this restriction the south side of the street needs to be constructed
to a width of 27.5 feet from section line to back of curb.

I have reviewed the plans for the commercial building on 1000 North in Rexburg
and have identified the following discrepancies:
1. The plans presented are comprised of five separate sets of drawings
designed by five separate individuals. As per the 1997 Uniform Building
Code section 106.3.4.1; "The architect or engineer of record shall be
responsible for reviewing and coordinating all submitted documents
prepared by others". Please identify the "architect or engineer of record"
and have them stamp any unstamped plans.
2. Please provide mechanical information. Each rental space on the lower
floor has a utility room and I assume a furnace. The upper office spaces
do not show a utility room or a furnace.
3. Electrical drawings should be provided to Mark with the State of Idaho
Electrical Bureau.
4. Please show utility service lines from main lines in streets to the building.
Identify size. and location of these lines.
5. Aisle width is too narrow. 60° parking will require an 18' wide aisle
space.
6. The site plan does not show any gravel base under curb/gutter detail.
Please provide the same base under curb/gutter as that of road section.
Identify on plans.
7. Identify commercial approach as being constructed with 6" thick concrete
(min.) and #4 rebar spaced at 18" o.c. in both directions.
8. The site plans identifies 12" of granular borrow to be placed under all city
sidewalks. This requirement has been changed to 6" of %" crushed
aggregate instead of the granular borrow. Please change on plan.
9. Office space and automobile service space require 3 parking spaces per
1000 square feet. The current plan only identifies 25 spaces. At a
minimum 5 more parking spaces are required. Physician and dental
offices require 5 spaces per unit. Even if the parking is increased to 30
spaces as required as a minimum, the complex will be restricted as to what
services can rent the units.
10. City ordinance requires 10% of the total lot area to be left in landscaped
area. In other words, only 90% of the lot can be covered with asphalt,
concrete and building. The current site plan is seriously insufficient in
landscaped area.
11. Snow storage is required to be adjacent to the parking lot and must be a
minimum of 10% of the total parking area, including aisles. The current
plan is seriously insufficient in snow storage area.
12. Site plan shows a 48' wide building while the floor plan shows a 50' wide
building.
13. Office spaces #7 and #8 are not accessible as per the Americans with
Disabilities Act (ADA).
14. A 2 -hour wall is required to separate the furnace room from the vehicle
work areas per UBC section 302.5. Please provide details.
15. Please provide details of fire separation walls. Include details where the
fire wall passes through floor and where it connects to roof sheathing. The
vehicle work areas must be separated from the office areas by one-hour
walls.
16. Doors between shops and offices must be rated doors for 1 -hour walls.
They must be self closing.
17. Please provide stair details. Include framing details for stairs, canopies,
guardrail heights, handrail heights, rise, run, etc.
18. Stairwell in Office #4 shop would enter into the bathroom office #8 if an
entry were shown for it on the upper level plan.
19. Please provide drawings with details for handicap accessible bathrooms.
Include turning space for 60" circle, hand bar location, sink heights, knee
space, fixture heights, etc.
20. Show dimensions to the doors and windows. Doors must be spaced at
over 2' from the windows unless windows are constructed with tempered
glass.
21. Provide details showing cciling construction. If ceiling in shop area is to
be the insulation itself, then the facing of the insulation must have a flame -
spread rating of 25 or less and a maximum smoke density of 450 unless it
is in a concealed space and the facing is in contact with a wall or ceiling as
per UBC section 707.3 exc.2
22. Upstairs offices require 2 exits as per UBC section 1004.2.3.2. These
exits are required to be separated by %z the diagonal distance of the space
served. One exit of the two must open directly outside or into a properly
constructed corridor.
23. Exit signs are needed for both required exits from office space #7, office
space #8 and for office space #6(including shop) as per UBC section
1003.2.8.2. & 1007.4.1.
24. Exit doors from shop areas shall open out from the space and shall contain
panic hardware where latch is required as per UBC sections 1007.4.4 and
1007.4.5.
25. Enclosed usable space under the stairs is required to be protected as
required for 1 br. fire -resistive construction as per UBC section
1003.3.3.9.
26. Provide details to show how the wall cavity between steel framing and
wood framing will be fire blocked as per UBC section 708.1.
27. All areas customarily occupied by humans shall be provided with natural
ventilation by means of operable exterior openings with an area of not less
than 1/20 of the total floor area or shall be provided with a mechanically
operated ventilation system. Such system shall be capable of supplying a
minimum of 15 cubic feet per minute of outside air per occupant as per
UBC section 1202.2.1.
28. Railing is not shown at edge of mezzanine. Please identify height and
configuration on plans.
29. Identify use planned for mezzanine. If it is for storage, a sign that
identifies maximum loading weights must be placed where it is visible as
you come up the stairs. This should be included on the plans.
30. Please provide us with a flood grade certificate.
The Fire Department has not finished their review of the plan and may have
additional requirements. Please provide me with 2 new copies of the corrected plans. If
