Gary?reviewedewed the history of life safety xeviews for homes wzth apartments., The City Council determined that if someone in the Powell Subdivi'sion passed a life and safety inspection per Ordinance 551, they would be considered a grandfathered duplex, regardless of the duplex dare of establishment, i.e. someone started a duplex in 1995, received life and safety inspection and now the city finds out that they only have 8,000 square feet of lot size versus the re9uired 1 a,004 square deet. Council Member Renfield was concerned how the new Planning and Zoning Administrator his job if he doesn't have a comprehensive plan. Mayos Latsen said it is a complicated process because there e entities. The RFP will be sent out and then firms wi1l, respond and tihe three entities will then decide what int fpm to choose and haw to allocate costs. The roads are being worked on and they have been discussed it-� the past. T has received $4,000,400 for the South Arterial project. Sidewalks are being inspected. Mayor Lassen felt that progress was bew'9 made on each of the �ouncil Member Erickson thought there should havebeen updates in last Fridays ineetuig. He was thankful uracil Member Benfield takes good nates. Council Mcniber Benfield wanted to make some goals for the maths, prioritize, and then came hack and discuss what happened. She was glad the department heads and discussed their challenges. The chief complaint was personnel. How canwe da more with less? Just the cid is growing by "leaps and bounds" doesn't mean the city has to spend inoney by "leaps and ." Council Member Penfield would rather spend money wisely and spend more money on city priorities. y Council should come up with a list of their top three priorities and put more money into those areas. .1 Member Erickson was concerned with requests to amend the budget, even though the budget was :d 4-5 months aha. These wasn't a department head that came in with positive feedback from their budget. _ wanted more money from the contingency fund for more people. He felt the department heads should live 1 sit budgets for the year and the City Council can address their needs next year. e Officer Horner mentioned a couple of departments did ask for mope people; hoxvever, the City Council y wouldn't put those requests in the budget this year. Inspectots and Engineefing were two of those lents. Council Member Fraicksan was confused why those positions weren't taut in the budget. Finance Horner said a lot of"time was spent discussing the personnel requests and City Council said they would wait iter date. Mayor Larsen said at the time, the feeling from the Citv Council was to wait and see. Council r Erickson didn't understand why the inspectors said they needed mote personnel and why the proposed is weren't put in the budget. Finance Officer korner said it was mentioned the university may not need the A until next year, so d -le position wasn't budgeted. It was the same with Engineering. He said many positive things are happening and he gave credit to the 'ofessional staff. We have been handling growth with our cutxent staff; however., that does not mean we will be able to stay at the current staffing leve,. Mayot Lassen acknowledged the need to re -visit the budget he year due to the city's rapid growth. Council Member Erickson thinks it would be -refreshing to come out Budget surplus. Mayor Larsen said the city did come out with a budget suzplus last vear. Councii Member n doesn't think ani monev was spent on roads. Council rr Mann asked if an engineer could be hired for the wastewater plant so Public Fork Director Millar's time e more valuably spent. Mayor Larsen said only City Attotney Stephen Zol-linger asked for money from ency. All other requested personnel will be paid with fees from the respectiVe departments,.. Building Christensen is asking for two additional building inspectors because there is a need and there is money from t will pay th.cir salaries. 1Member Schxvendiman doesn't understand why new personnel are weeded just because there are fees . pay for them. He waned a benchmark that would tell him that's what the depra-rtment needs to do. Officer Horner said the CMTCouncil was given ir�farmation to justify the new positions. ig Official Christensen said the university has asked for one full-time inspectox on their projects. Building Christensen said you can justify two inspectors. Sixty percent (60%) of Building inspector Jon Berry's time at the hospital and the temple. The schools project will take four times mote work-. He doesn't know why L put one fulltime inspectoz on the umvexsity's projects if the school can graphically show the need for two )�es. The cit�� won't be doing spccial inspections for the university because the building department doesn't ase capabilities. The university will provide an inspector for special inspections. Building Official sen said the city will do the same inspections for the university as we do for everyone else. The goal of MEP is to bring new to Rexburg. He thinks infrastructure projects drive economic development. South arterial is the number ,ject; number two is expansion at the airport. Mayor Larsen has to talk to the county on the airport issue. Member S chwendiman is much mote likely to vote in favor of allocating funds to different projects if he me information. Larsen presented an $5,000 budget adjustment request to hire a contract attorney to supplement legal work attorney Zollinger. The money would come out of contingency. Another request was made to hire two is �Proj ect manager/field technicians for the Public Works Department and an inspector fox the Building Hent. The money for the project managexs would come out of budgeted money for projects and the money inspector would come from buildingm'spectot fees. Larsen presentcd an issue of creating a Local Improvement District (I,ID) for 7th South. He said the city have right-of-way in this area. This delays the process of getting the project dare. FINDINGS OF FACT FOR ZONE CHANGE November i2, 2002, David Pulsi.pher presented to the Rexburg pity Clerk a Request and Application for a Zone change that incudes properties south of 3' South to properties facing north on 5th South. The west gide of 3rd East going to the east properties on the west side of 4' East. Properties adjoining 3' East, Yale Avenue and the west side of 4' East going south to fit'' South in the City of Rexburg, said property to be changed from Lour Density Residential 1 (LDR1) to Lour Density Residential. (LDR). 2. On December 191, 2002, David Puls1pher appeared before the Planning & honing Commission for the City of Rexburg requesting a pane change of said property that includes south of 3' South to properties facing north on 5th South. The west side of 3Td @- East going to the east properties on the west side of 4thEast. Properties adjoining 3' East, Yaffe Avenue and the west side of 4thEast going south to 4" South from LDR I to LDS. The Planning and Zoning Commission recommended adding eight parcels an the east side of Harvard Avenue. It was recommended that this request should go to public hearing. 3. On December 271, 2002, the City Clerk sent the Notice of Public Hearing to be published in the local newspaper on December 30, 2a02, and January 13, 2�€�3. A notice was posted on the property and sent to all property owners within 300 feet of the above mentioned. property. 4.
