in regards to our conversations yesterday concerning the compliance of the above
referenced building with the City's new Design. Standards, we submit the following
response for your cansideration.
Facades and Exterior Walls.

It appears that the intent of this standard is to develop building facades that are not
jest a -large expanse of wail, but rather a fagade that provide more in st by utilizing
various fenestrations to break up the walk andprovide interest -that reduces the
building to a more humane scale. This, according o the stated intent in the
Ordinance, "wiil ensure a greater likelihood of reuse of structure by subsequent
te n a n ts."
The last statement above indicates that this portion of the Ordinance is concerned
Primarily with the reusability of big fox sures for something other than it's original
purpose. It is unlikely that this facility will be used for anything other than id's original
purpose as that purpose must be maintained for an extended period of time due to
the federal funding involved in the project.
While we do not comply with the detailed requirements of the standards noted in this
section, we fee! that the design provides ample variation in the facades to keep them
interesting and at a human scale. Please node that �n the end elevaions he second
floor is puffed back from the first Boor line and the stir tower projects out pd�ng a
significant change in tine waif sufface ori these tions. Further interest is added
by accentuating the curved aspects of the design by extending the curved metal roof
past the end wail of the stair tower to a point that is supported by an architecture!
column.
The front and back elevations are similarly Draken up with the second floor extending
out past the first floor wags and supported by architeeturat columns. Additional
Interest is added to the front by extending the curved me�a� goof/ skylight over the
entry plaza and support,
ng it w'th arch Ftec.! columns, ddi ional interest is added
to the rear elevation by incorporating a balcony off the second floor conference area.
Detail Features:
As we read this section, it appears that the intent is to create building facades that
are not monochromatic walls with any charge of material, color, and texture, We
believe we meet all of the stated standards, not just three of them,
Color change and texture change is provided by using several different materials.
The upper leve[ mil be a lighter, pre -cast concrete soak usingtwo different types of
panels one of which, when used with the windows, provides a horizc)ntal element on
the second floor. The first floor provides a cvntrasting color and texture by using
brick veneer. doth levels are accentuated and tied together using architectural steel
columns and colored curved meal roofs.
Roofs.t
Here again, we feel our design meets the requirements for providing a variation in
roof lines to add interest to and reduce the massive scale of the building. Please
nate that this design has four different roof dines.
Materials and Colors,,w
The materials provide on this project include brick veneer, architectural meal wall
panels designed to look like sand stone or architectural pre -cash concrete, tinted
glass, colored door and window frames, and fainted architectural columns. Facade
colors will be natural earth tone colors accentuated with painted columns, colored
metal roofs, and colored window and door frames. These colored components will
feature brighter colors as allowed but will stili be somewhat subdued in nature,
Entryways:
The primary entrance to this building is identified by a large, two story glass window
that is accentuated by an extensive over hanging curved canopy thatis supported by
architectural steel columns. The entry is accessed directly from. -the parking area via
an entrance plaza that will incorporate trees beneath the, extended canopy..
Entrances:
While there are several entrances to this building, general access by the public is
limited primarily to the main entrance. This is necessary to an adequate leve! of
security for the building tenants.
Parking Lot Orientation/ Visual Mitigation:
We believe that the parking areas. as designed meet the intent of this section given
the various site restrictions. During the design of this facility, a significant amount of
discussion ensued Concerning the location of the parking areas. This site is located
along the future green beft area along the giver. We were concerned with the visual
impact of the parking lots adjacent to this feature. Likewise, we were concerned
about the visna[ impact of the parking areas along 4th north. The final site laY out
Minimizes the impact to both these features by buffering the parking areas with
ether natural o� developed landscaping.
BaCk and Sides:
Let me respond to this item by stating that there is no back or sides to this building.
Each facade has been developed to such a manner that it is equally pleasing.
I believe the remaining standards apply PrImaoy to retail centers, strip mals, and big
box stores. However, I would ��ke to point out hawerrer the following:
There will be no outdoor storage of any type_
Loading is at the rear of the building and is expected to be northing more than UPS.
Pedestrian flow from the building to the parking areas works well.

As stated, white we may nage satisfy each and every detail of the standards, we do
feed that we have mei and exceeded the intent of the ordinance with our design by
providing a facility that is- unique in design, properly oriented an the site, detailed to
look good throughout it's entire life, and sensitive a it's surroundings, the
community, and it's accupants.

Item No. 7: Since, our meeting the other day with the Design Review Committee,
believe the site play has been approved. If there are still outstanding
issues, please advise.
Item No. 8: Contractor will be instructed by supplemental instructions., to amend the
shower in Shower Room 135 as indicated on the attached drawing. A
copy of the ASI will be forwarded to your department once it has been
developed.

item No. 11.,- 1111e inadvertently missed the windows and doors on the compliance
report originally submitted. Please see revised Envelope Compliance
Report. Note that the project is sail 1 11% better than the code r
equires.
In regards to the need for vestibules at the main, entry doers, we believe
that the space to which the doors open directly from is fess than 3,000
as indicated on the attached drawings and therefore a vestibule is not
required. itis our opinion that the adjoining hallways can not be
considered as part of the 3,000 square feed as the doors da not open
directly from the corridor spaces. We do agree however that the open
- area through the second floor directly above the main doors does tie
the second floor lobby into the "space into which the doors open
directly and should be, included in the 3,000 square fond requirement.
Nate that the total square footage of the first and second floor lobby
areas is fess than 3,000 square feed.
Item Na. 12: Contractor will be directed to provide one additional exit from the
Conference /Meeting Center 201 as indicated an the attached
drawing. This will be done as a change order to the project. A copy of
the change order will be forwarded to your office for your records once
it has been issued.
Exit lighting has been added to Classroom 147 by Addenda No. One.
Emergency lighting will be added by charge order. A copy of the change
oder will be forwarded to your office for your records once it has been
issue.
Exit lighting and emergency lighting will be aided to Conference
Meeting Center 2Q1 and to Lobby 20Q by change order. A copy of the
chane order will be forwarded to your office for your records once it has
beenissued,
We will check the direction arrows on all exit signs to insure they are
proper and can't towards the closest exit.
Item No. 13: doors to the stair structure have been changed to one hoer reed
assemblies by Addenda No, One,,
Item No. 14: Please note that the sheathing specified for use behind all exterior
finishes is 1/z" exterior gypsum sheathing. This product has an asphalt
impregnated paper face which I believe meets the intent of Section
1404.
We believe we have protected the masonry will cavity from water
penetration in two ways. First, most of the veneer is protected by the
second floor extending out over the lower floor wall. That masonry that

is not protected by the upper floorls flashed per detail A/A-13.
In regards to the requirement for sill flashing at the base of the brick

that if we have
water in

space we have bigger problems than
sill flash-
ing will
salute. Our ether concern with sill Bashing, is that it breaks the bond
between the tip of foundation and the first coarse of brick. This heads to
the mortar falling out and the veneer loosing support. We have specified
weep holes in Section 04200 of the specifications. I am not convinced
that these do much for the project as they are typically Filled in by insects
during the first year.

solid continuous curb as detailed an Sheet M-3. The roof tap
equipment is secured to the curb assembly with mechanical
fasteners. Equipment mounted on sleepers will not be accepted.

I have
reviewed Section 1104.3 and I do not sere where it states that
driveways can not be used as part of the accessible route. i have
attached an excerpt from the ICC/ANSI A17.1-1938 Accessibility Work
Book titled "Technical Requirements for the Exterior Accessible Route"
in support of this position. We do agree however that it is safer to
access the building if we do not have to doss the main driveway. Your
suggestion that we find a way to da this is reasonable. As such, we will
add a walk from the public walk along 4thNorth to the parking tot area
as indicated an the attached drawing.

Fire Department Review (Building)
Item No. 1: Standpipes. N/A,,No comment.

Item No. 4: Alarm. Systems. Specifications require that the Firs Alarm Contractor
submit shop drawings to the State Fire Marshall's office for review and
approval. A copy of the approved shag drawings will be send to your
office for your records. Any chanes required by the State Fire
Marshall's review will be implemented.
Idem No. 5: Lock box will be provided as required,
idem No. 6: The stove and vent hoed in Room 201 is noted as being supplied under
this contract but in fact will be supplied by the Owner. Owner will be
notified by Copy of this letter that a commercial hood will be required if a
commercial grade stove is used.
Item Na. is Fire Access Roads. See response on site review.
Item No. S: Under the Exception to 906.1 (1) of the 2003 IFS, 'Fire extinguishers are
not required in Group B occupancies equipped throughout with a quick-
response
sprinkler system except in hazardous areas. This building is
equipped with a quick response sprinkler system. We have no
hazardous areas as defined and therefore are not required to install fire
extinguishers. Fire extinguishers have been provided however, and are
M
ncluded in the specification. Please nate that a Fire Extinguisher
Cabinet (FEC) is located in Hallways 118 and 15Q on the main level and
in Hallways 206 and 252 on the second level. Extinguishers specified
for each cabinet is (1) 2A-10BC extinguisher.
item No. 9: Specifications require that the fire sprinkler contractor submit shop
drawings and calculations to the State Fire Marshall's office for review
and approval. A copy of the approved shop drawings will be send to your
office for your records.
Fire Department Review (Site)
Item No. 1:: Lock box will be provided as required.
Item No. 2: Water Supply. We agree with your assessment that an additional firs
hydrant is required based an our stated type of construction (Type V-6),
with a total square footage of 33, 677. Per Table 13105.1, this would
require ar fire flow of 5,000 which can be reduced b -Y half because the
building is equipped with an approved fire sprinkler system, Per Table
C105-1, this fire flew requires (3) hydrants. We request however that an
additianal hydrant not be required based on the fact that the building is
constructed entirely of non-combustible materials and could also meet
the requirements of Type II --B construction. 1f considered in this light,
Table 8105.1 would require a fire flew of 400.0 whish could be reduced
by 75% to the minimum of 1,5Q0 gallons per minute. This would
necessitate only one fire hydrant.
Item No. 3: Fire Access Roads, Bath phases will essentially be completed at the
same time. Phase One is currently under construction and will be
complete by the end of May. Phase: Two will start in mid .dune and be
completed approximately 12 later.
We da not agree that a fire apparatus turn -around is required on site. In
reading IFC Section D102 and Table D103.4, we believe that the facilities
and buildings are accessible to fire department apparatus via 4th North
Street and that 41hNorth Street should be considered as the Fire
Apparatus Access Road referenced in this section. We believe this is a
reasonable interpretation. In order for an access road to be applicable
on site, we would assume that there would be a requirement that fire
apparatus vehicles be able to park within a specified distance of the
building. We find no such requirement in Appendix D of the 2403 IFC.
Public Works Review

Protection. Lernar informs me that the fire Oepartment connection can be located
