I was driving by the project when I observed that there was a concrete truck on site. I stopped by to see
what was being poured. No prior notification was given to Connect Engineering that there would be a
concrete pour this morning. Upon arriving, I observed that Mills Concrete was placing curb and gutter. I
asked Ryan Judd, Big-D, if the forms and soil had been covered all weekend (weekend temperature lows
were 5-10 degrees F and highs were only 25-32 degrees F) he said that they had not been covered. I then
observed that the ground was frozen to a depth of +/- 3". I did observe a Mills Concrete employee using the
water hose from the Concrete truck to spray the ground ahead of them placing the concrete. While it was
enough to wet the surface, it was not sufficient to thaw the ground. I also observed that the temperature of
the concrete was 60 degrees F. This is within specification.
This report is to document that this concrete should not have been placed on frozen ground and that no
notification was given for Connect Engineering to be on site to perform the testing of the concrete. Please
see the pictures below for the areas that were poured today.
