City Hall Council Chambers — Continental Breakfast - Present: Christopher Mann, Jordan Busby, Brad Wolfe, Tisha Flora, Bryanna Johnson, Mike Walker, Jerry Merrill, Keith Davidson, Scott Johnson, Stephen Zollinger, Deborah Lovejoy 2. 9:10 — 10:10 Eagle/Nature Park onsite walk around: Council viewed cleanup efforts from the service activity at Eagle Park. Keith Davidson discussed future planning and growth of the area — the extention of 5`' West to Moody Rd and the devlopment of that area. Visited the Dog Park and discussed future growth and expansion of the Public Works Departments — locations of facilities and additions to existing buildings. Stopped at the Police Department's shop and looked at the new evidence lockers and the County's new morgue facility. 3. 10:20 — 10:55 Baseball Quad onsite walk around: Council viewed progress of the new Baseball Quad park — the status of construction, the issues with the grass, what needed to happen to get the bleachers and scoreboards up. 4. 11:00 -12:00 East Parkway Bridge, Barney Dairy Lift Station, New Park along Teton River South and North Side, and View Development along E 7`' N: The group drove over to the new Barney Dairy Wastewater Liftstation that will replace the Millhollow Liftstation. It received a $500,000 block grant from the Department of Commerce. The new liftstation will handle much of the growth on the northeast side of town. The council crossed the road and walked the path over the canal on the north side of Barney Dairy Rd and discussed opportunities for the new park along the Teton River and possible entries and bridges into the park. The group then drove over and viewed all the new development on E 7`l' North. Keith discussed the development of East Parkway Cooridor to manage traffic and future growth. 5. 12:05 — 12:35 Tour Romance Theater Renovation: The Council then stopped at the Romance Theater to see the new remodel of the lobby and view what needed to be done to complete the project. Jed Platt — over the Arts Department, gave the group a tour of the building. He discussed the plans and events they would like to have as well as the opportunity for the public to rent the building for events and recitals. 6. 12:40 - 1:10 Lunch City Hall Council Chambers 7. 1:10 - 2:00 City Hall Council Chambers Economic Development Staff Report — Scott Johnson reported on the connstruction that is currently going on in the city. He commented that they are trying to communicate this information better with the police and fire department so they can also be aware of where and how much growth is happening so they may compensate for the increased demand on their departments and budgets. He also reported to the council that the form based code they have been working on for the downtown area was going to be ready soon to be presented to the Planning & Zoning board and City Council. Airport Update — Keith Davidson reported that they are still in the study phase of relocating the airport. The location west of town on BLM property is still the favored site, however, they are going to try and negotiate the ongoing mitigation requirements for the sage -grouse habitat to a more reasonable undertaking. If that fails, the city will have to make a decision on other locations that have been considered. It is a long process and takes a lot of time and effort for FAA approval. 8.
