B. Project Description:
The proposed undertaking is the South Rexburg Arte rial/Sunrise Drive Extens"on in
Madison County, Idaho, STP -7866(101), Key # 07843. The project involves the disposal of
excavated materials from the South Rexburg Arterial construction project onto agricultural
ground and the north embankment of 2n1 East in Rexburg, Idaho. The d
eposited materials
will be used to construct the initial ramp for the Sunrise Drive Extension (see map). This will
allow the ramp to be constructed at minimal cost while providing contractors with a location to
deposit excess excavated materials near, their construction site. The area of potential effects
(APE) consists of apprOXimatelv
were recorded as a 2.5 acres of road embankment and agricultural field at the
rural and urban interface at the south end of Rexburg, Idaho. No new cultural properties
result of this inventory and no previously recorded cultural
exist within the APE or its immediate vicinity. properties
C. Statement of Objectives
On May 1, 2007 an intensive pedestrian cultural resource inventory was conducted to
identify, document and evaluate cultural properties within the APE in accordance with state
and federal statutes and regulations, including Section 106 of the National Historic,
Preservation Act and its applicable guidelines (36 CFR 800). The APE is situated on an

embankment and shallow basin currently utilized for grain production. The APE is located
approximately two miles south of a permanent water source (the Teton River) and one mile
west of an unnamed intermittent drainage. Due to the and nature of the APE and the
distance to reliable water sources, long term prehistoric campsites were not expected. Sites
and isolated artifacts associated with historic agriculture and settlement were predicted.
D. Location and General Environmental Setting: (See Overv-0
iew Map)
The APE lies within the Middle RockyMountain Physiographic Province, -in southeastern
Idaho and can be found on the Rexburg Idaho USGS topographic map (1979). It'lies on the
gently rolling foothills of the Snake River Range just above the eastern edge of the upper
Snake River Plain, east of the Henry's Fork and South of the Teton River. The Yellowstone
Plateau lies to the northeast and the Teton Range is visible in the distance to the east. More
specifically, the APE is located in a shallow basin on the dry foothills known as the Rexburg
Bench at the south end of the town of Rexburg, Idaho just east of 2ntl East Street. The APE
is characterized by fertile Aeolian sill loam deposits with few well Wom glacial cobbles. The

inventoried. One site I 0M064, The Erikson Cabin was recorded as a result of
this inventory. This historic log cabin was located in the SW '/. of section 31,
and has since been removed. There will be no effect to th

(South Branch Rexburg Canal); 10M074 (Old Yellowstone Highway)
and I OM075 E
ast Idaho Railroad) were recorded as a result of this inventory.
These sites are outside of the current APE and there will be no effect to them
as a result of this pro0ect.

"- F. Expected Historic and Prehistoric Land Use and Site Sensitivity:
The Upper Snake River Basin was an important travel and trade route in the early 1 9th
century. The European market for beaver pelts and the American exploration of the Rocky
Mountain region brought explorers, trappers and local Indian tribes to various locations along
the Snake River Plain (Haines 1955),L Settlers began ardIving in the mid -late 1800s and by
1878 the Utah Northern Railroad (Union Pacific) had reached Fort Halt Indian Reservation
and the nearby town of Blackfoot. Employment on the railroad brought more settlers to the
region. These homesteaders began bringing irrigation canals, agriculture and ranching to
the region (Crowder 1983). Although no previously recorded sites are known within the APE,
sites associated with these events were sought.

The project site consists largely of a valley "floor" that is relatively flab. There is a fill slope that
has been constructed on the west edge of the property of about 10% grade up from the valley
floor, and there is a naturally occurring slope along the easy edge of the property that likewise
rises up from the valley floor at varying slops up to 18% maximum grade.
The area is part of a larger basin complex an the Rexburg bench with no natural cutlet. The sol{
structure has accommodated natural runoff and precipitation. However, the City will be
constructing storm drainage facilities to serve this and surrounding developments in the area by
collecting storm wader runoff and pumping it to the existing city storm drainage system nearby.
Exploratory excavation was conducted on the project site by excavating 22 test pits to the depth
capacity of the excavator (approximately 12 feet) or to the occurrence of lana rock, whichever
first occurred. Most of the test pits were dug on the valley floor portion of the property although
a few were along the naturally occurring easterly upslape.
Soils on the project site consist of wind-blown silt loess deposits varying in depth from D' in
some areas on the easy side slope to in excess of 12' on most of the valley floor portion. The
silt on the galley floor is underlain by sandy gravel of undetermined thickness. The entire area
is underlain by basaltic lava, flaws. Depth to lava rock varies from 0' in some places on the
eastern slope, to 2.5' in the northeast area of the galley floor, to unknown depths (at least
deeper than 12 feet} on the vast majority of the valley floor.
No groundW2ter was observed in the test pits dug throughout the property. Examination of
adjacent well lois shows the groundwater level to be about 40U feet below the ground surface.
The sails appear to be stable and there is no evidence of land sliding. The sols profile is the
same as is prevalent throughout the bench area of Rexburg, none of which has shown any
evidence of geologic hazard.
Most of the project site should be able to have b2Sementswithout any problem. As noted
abase, there are some areas where rack will be closer to the ground surface, but experience in
the surrounding area shows the rack is easily excavatable {though somewhat costly} and many
homes and utility systems have been successfully constructed excavating into the rock as
required.
In summary, the sons an the project site da not present any particular concern or undue burden
for construction of the subdivision and its infrastructure systems, other than some increased
costs associated with the need to excavate rock along the easterly edge and a small area in the
northeast corner of the galley floor_
