NOTICE IS HEREBY GIVEN, that a Public Hearing will be held before the Planning & Zoning
Commission of the City of Rexburg, Idaho, Thursday, November 15th, 2007, at 7:05 p.m., in the
City Council Chambers of the City Building at 12 North Center, Rexburg, Idaho, regarding
annexation of approximately 153.105 acres of land north and west of Teton Lakes Golf Course on
12,h West.
Water and sewer services will need to be extended to the annexation parcels. Future road development
will be as per the City transportation plan as coordinated with Madison County.
The property is located at approximately 1150 North on 12Lh West on both sides of the road. The
property borders the north side of Teton Lakes Golf Course running from Hwy 20 on the east to
2500 West in the Rexburg City Area of Impact, Madison County, Idaho. The properties are

In short, a public hearing is a legally -required
opportunity for the public to hear and respond to
request by a petitioner. Requests may deal with
variances, conditionalusepermits, annexations,.
and re -zonings...
Such hearings are conducted in accordance with
Idaho and Municipal Codes in a pre-set format.
Dependent upon the. request at hand, hearings
may occur before the Planning & Zoning or the
City Council. The body acts in a quasi-judicial
capacity; judging requests against duly enacted laws
and standards.
Hearings are recorded and later transcribed into
official minutes which can be obtained on the city
of Rexbmg's website at www.rexburg.org. Written
submissions are also included in the official records.

the hearing body to vote or decide in favor of your side
of the issue, it usually doesn't help your cause to anger,
alienate or antagonize them.

Show Your Strength: Many neighborhood groups
organize their testimony by having one or a few people:

in the audience supporting the testimony to stand.
Speak to the Point: Public officials have heard
hundreds of people give testimony. They are grateful
when the testimony is pertinent, well organized, and
directly regards the matter at hand.
State Your Recommendations: Don't leave the
Planning & Zoning and City Council wondering what it
was you wanted them to do.
If You Don't Wish to Speak —Write: if written
testimony is specific, to the point, and concise, it will
be given just as much attention as oral testimony.
Written testimony should be delivered to the City Ckrk
a day prior to the public hearing.
Be Reasonable: Put yourself in the shoes of the
hearing body. They must balance all views, interests
and proposals being made, and find the best course for
serving the overall public good. Be prepared
occasionally to compromise.

Don'ts
Don't Comment From the Audience: Due to the
need to record the proceedings and the necessity to
obtain the address of the individual commenting, such
testimony cannot be included in the record.
Avoid Mob Mentality: Cheering, scowling, muttering,
applauding, and other types of emotional behavior may
do more to harm your credibility than to help your case.
No Pre -hearing Contact: Contacting a member of the
hearing body concerning the matter for which the public
hearing is being held is inappropriate due to the quasi-
judicial nature of such proceedings.
Avoid Irrelevancies: Stick to the subject at hand.
Generally the presiding body cannot correct past
"wrong" and reciting "ancient history" about a site or
neighborhood usually detracts from your other, more
pertinent remarks.
Refrain from Repetition: Repeating the same or
;similarcomments again and again does not helpyour
argument. The same applies to reiterating what another
citizen may have already said.
Avoid Directing Questions to Other Hearing
Participants: It is appropriate to direct questions to the
Chair or Mayor and he/she may choose to redirect them
to the appropriate individual(s).
Avoid Discussing General Concerns: Public hearings
on specific requests are not the time to air general
concerns with city government. Contact the Mayor or
City Council outside the public hearing process to
address such issues.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN, that a Public Hearing will be held before City Council of the
City of Rexburg, Idaho, Wednesday, December 19th, 2007, at 7:40 p.m., in the City Council
Chambers of the City Building at 12 North Center, Rexburg, Idaho, regarding annexation of
approximately 93.105 acres of land north of Teton Lakes Golf Course on 121hWest
Water and sewer services will need to be extended to the annexation parcels. Future road development
will be as per the City transportation plan as coordinated with Madison County.
The property is located at approximately 1150 North on 121h West on the east side of the road. The
property borders the north side of Teton Lakes Golf Course running from Hwy 20 on the east to
121h West in the Rexburg City Area of Impact, Madison County, Idaho. The properties are
described as follows on the Annexation Map dated November 15, 2007:
