1. On February 15, 2007, Schiess' & Associates presented to the Rexburg Planning & Zoning Coordinator a
Request and Application for a Final Plat for Valley View, Division 6, Phase 3.
2. On March 1, 2007, Gary Leikness presented to the Rexburg Planning & Zoning Commission the Request
for approval of the Final Plat for Valley View, Division 6, Phase 3.
David Stein motioned to recommend to City Council to approve the Final Plat for Valley View Division 6,
Phase 32 with the condition that the staff review issues be resolved prior to the plat being signed. Dan
Hanna seconded the motion. None opposed. Motion carried.
3. On March 7, 2007, Council Member Young moved to approve the Final Plat for Valley View Division 6,
Phase 3 with City Attorney Zollinger's suggested restrictions notated on the final plat. The restrictions on
the final plat would state:
1. No primary access to the major arterial from adjoining lots;
2. Lots are adjacent to a major arterial;
3. Lots will comply with arterial design standards at the time building permits are requested.
Council Member Mann seconded the motion; Discussion: the developers/builders in the room agreed this is a
reasonable request. City Attorney Zollinger explained Planning and Zoning Administrator Gary Leikness will
design a few different options that will qualify under the restrictions given. Some applicants may want a stone
wall; others may want a vinyl wall, or. a berm with a rod iron fence. All the options will be acceptable to
Planning and Zoning and then the developer will make an election on which option to choose to make the
fences uniform around the area. Mr. Stevens said this is a really good idea because this will give a range in prices
for how much lots will cost as well. Mayor Larsen called for a vote:
All voted aye; none opposed. The motion carried.

Dear Mr. Stevens
We have reviewed the plans and specifications for the proposed water and sewer design. The project plans and
specifications appear to meet State standards and are approved.
Our approval is for the design. We will give final project approval after the systems are constructed. Deviations from
the approved design that might result in violations of Idaho Regulations must be reviewed by this office before field
installation. This office must be kept informed of the scheduling of all construction phases so that we can make spot
inspections as necessary.
Within 30 days after construction, a professional engineer registered in the State of Idaho must provide this office with
as -built plans, or a letter of certification stating that the project was installed substantially according to the approved
design.
A copy of the approved design and specifications will be kept on file at this office. Please reference DEQ No. 08-11-33
when submitting any future correspondence related to this project. If you have any questions regarding this letter or if
we can be of further assistance, please call me at (208) 528-2650.

1. Change the bearing along the Section line from the East 1 /4 Corner in your
boundary description. It should be the some bearing as the North boundary line
of the plat.
2. The Health Department has changed their name from DISTRICT 7 STATE BOARD
OF HEALTH to EASTERN IDAHO PUBLIC HEALTH DEPARTMENT.
3. Show the Block number.
4. Remove the set 5/8" iron rod symbol from the pc and pt at the Northwest corner
of Lot 15 and the Northeast comer of Lot 12 and replace with set 1 /2" iron rod.
5. Remove the set 5/8" iron rod symbol from the centerline of the drives that are not
being platted.
6. Dimension the radius of the cul-de-sac for Westview Circle.
7. Dimension the width of the Right -of -Way for Westview Circle,
8. Dimension the Right-of-way of Westview Circle along the Boundary line of the
division.
9. Remove all future development line work and lot information; it does not pertain
to this division.
10. Label the POINT OF BEGINNING at the Northeast Boundary corner of the plat.
11. Check the bearing of the common line between Lots 11 and 12.
12. Change the dimension of the Northwest line of Lot 7 to add up with the adjacent
lots.
