The property is zoned as MDR2 (medium-density residential 2), with the base allowable density of this zone being 20.00 units per net developable acre (NDA). The maximum density allowable in the MDR2 zone is 26 units/NDA. The adjacent properties to the north is planned for future MDR2 development, and lands south and west are zoned and currently in use primarily for light commercial use, with those to the east being medium to low-density residential, in various stages of development. Statement of Intended use Teton River Flats is a planned, brand-new affordable 92-unit condominium development in the heart of Rexburg, Idaho Situated near the South Teton River and the Teton River Trail, its intent is to be an affordable addition to the growing housing market of the city, acting as a natural transition between the quiet life of Madison County into the businesses of North Rexburg, including restaurants, fast-food, fuel stations, a cineplex, and bowling. With a minimum 50% of condominiums utilized by live in owners, the completed development will cater to the city’s growing permanent population. Teton River Flats will provide an affordable option for the first-time home buyer wishing to remain close to the amenities afforded by the city, including BYU-I campus, less than 2 miles from this location. The community will contain multiple green stretches, a proposed park and access to approximately 2 miles of trails along the South Teton River, less than a quarter of a mile from the complex. These common areas will be owned and cared for by the condo-owners association, this COA will have elected members and giving owners a voice to be heard in the care of their community. With a central theme and a rustic feel, this condominium development will bring increased value and variety to the growing landscape of northern Rexburg. Leatham Development has been the developer of various projects in Rexburg, including: 1. Juniper Sands Apartment complexes, a 144- unit community housing project in south Rexburg 2. Sawtell Apartments, a further 38-unit apartment development Bron Leatham, the sole owner of Leatham Development, has roots in the community of Rexburg going back 5 generations. He owns and operates a local business, Cedarpoint Trucking that employees 90 individuals in the community. He has a vested interest in the prosperity of Southeastern Idaho. Construction Phasing Construction for Teton River Flats is anticipated to occur in three phases. With existing sewer and power connections in the north western corner of the property, phasing will begin with the first six planned buildings on the west end of the development. Development will continue east along the flag shaped property, including the continuation or Lorene St. to connect to the existing infrastructure of Carlow Dr. which will improve traffic circulation. As previously outlined, the base density allowed in an MDR2 zone is 20.00 units per net developable area. The density coefficient for the MDR2 zone is 0.06 with a maximum allowable density points awarded being 100 points. Under the base zoning regulation, the maximum number of allowable units for the Net developable area is 80 units. As proposed the project exceeds the allowance of unit density by 12 units, therefore that increase in property density is sought by the development with approximately 88 bonus points required to do so. “In order to receive a density bonus, the development shall have received bonus points from at least one design component in each of the following categories: energy efficiency, building design, design theme, parking areas, landscaping, and open green space.” (1.1.m Planned Unit Development). There is a total of 665 total possible points identified within Rexburg’s Planned Unit Development categories. Through evaluation and changes made to the design and construction of the property, Leatham Development LLC intends to seek points for the following categories: i. Energy Efficiency a. Insulation: All dwellings in the Teton River Flats development will have advanced blown in cellulose insulation which will exceed the requirements of the International Energy Conservation Code (IECC), in addition to large dual-pane Low-e windows at bedrooms, kitchen and three windows in the living room ii. Building Design a. Materials – Exterior materials for all buildings in the Teton River Flats development will be made of long-lasting materials including: i. Natural Cedar, Siding Coated with a Lifetime Finish ii. Corrugated Metal Siding iii. Concrete and Steel Posts iv. Metal Fascia and Soffit v. Roof Materials – 30-year asphalt shingle roofing on main roof with weathered metal roof at porch entries c. Design Theme i. Shared Theme: With slight variations in coloring, the entire development will share a central theme of design and accent d. Recreational Amenities i. Active Recreation: The proposed development shall include planned access to existing pathways and trails along the nearby Teton Riverfront, as well as a playground and park structure. 1. The Proposed park will act as the central facet to the community, with a large green space, a small dog park as well as a playground, covered pavilion, and barbeque area. These amenities will be available to all through the COA, adding to the sense of community and overall quality of living 2. Sidewalks in the complex will be “meandering”, wider in size and wind throughout the area allowing for tenants to enjoy the upgraded landscape e. Parking Area i. Screening: Parking lots of twenty (20) or more stalls are screened from view by means of berming or landscaping around the perimeter of the parking lot. ii. Shade Trees: Areas with five (5) or more uncovered parking stalls are designed to include minimum two (2”) inch caliper trees located in such a manner as to shade fifty (50%) percent of the parking area upon maturation of the trees.
