AT THIS TIME ON-SITE FIRE FLOWS ARE NOT ADEQUATE FOR PROPER PROTECTION. FUTURE DEVELOPMENT OF THIS PROJECT WILL CORRECT THE SITUATION. 1. What is trying to be done? 2. Lot 9 makes no sense 3. Shared use agreements needed 4. R/W donation clean-up 5. We need to have a good concept meeting on this one. Access to Yale Avenue needs to be addressed. ROW for proper access to property should be addressed or buffering of adjacent neighborhood. Yale Avenue nieghbors would like this access closed to apartment tenants. Keep HDR Traffic out of LDR Nighborhood. Required Reviews Total Fees: OK $250.00 $250.00 C. Aspen Village Darrell Dixon 545 S. 2nd E. Rexburg Discussion on Yale Avenue – whether or not to have an access there or not Jerry Hastings moved to approve the preliminary plat for Aspen Village Townhouses with the resolution of any concerns by city staff. I also make part of the motion that we recommend that in the final plat process, they do address the Yale Ave. access and that it be reviewed with the city. Aspen Village has 7 apartment buildings, 16 units each—all are identical—on 11.5 acres. Since there has been a new owner, 2 years ago, there is a computer lab, vinyl fencing around the perimeter, new mattresses and carpet and they still have a swimming pool and billiard tables. The property is set to BYU-I student housing standards. Their intent is to create an economic structure that makes this a more viable project for the owners, and be able to continue to make it a desirable place to live for students. Plan to sell off the individual apartment buildings. Randall Porter seconded the motion. Motion carried unanimously
