CITY OF REXBURG AMERICAS FAMILY COMMUNITY Agenda Item # 7-A Date: April 15, 2004 Item: Final Plat for The Meadows Condominiums Initiated by: Applicants Financial Impact: N/A Budgeted: N/A Funding Source: N/A Action Proposed: Approval of the Final Plat Analysis: Attached are the Documents required for review of a Final Plat for a Condominium Subdivision. The City Council reviewed and approved the Preliminary Plat with conditions: 1) Review and approval of the Fire Department; 2) The acquisition of additional land for the second access to the development on the south side of the property. The Council did request that as the adjacent land to the north of this development gets developed that the developer seek to gain an access on the north end of the development. Staff review has found that there are still questions as to the lack of secondary accesses proposed in the Master Plan. Owner needs to address Storage Buildings not being shown on the plat. Fire Department is still reviewing. Homeowners Association Documents have been submitted Proposed Motion: �Rcb CITY OF REXBURG +� AMERICA5 FAMILY COMMUNITY Agenda Item # 7-B Date: April 15, 2004 Item: Prepare for "Comprehensive Plan" Town Meetings on April 22nd and April 29th. Initiated by: Planning and Zoning Financial Impact: N/A Budgeted: N/A Funding Source: N/A Action Proposed: Conduct neighborhood meetings at the Schools Staff Analysis: The Mayor's Office has approved four locations for the meetings with the neighborhoods to gain input and provide information on the upcoming Public Hearings on the proposed changes to the Comprehensive Plan for Rexburg. April 22, 2004 - 7:30 p.m. 1) Madison Middle School 2) Adams Elementary School Proposed Motion: April 29, 2004 — 7:30 p.m. 3) Lincoln Elementary School 4) Kennedy Elementary School CITY OF REXBURG A MERIC5 FAMILY COMMUNITY Agenda Item # 7-C Date: April 15, 2004 Item: Commercial Design Standards (Draft Ordinance 907) Initiated by: Planning and Zoning Financial Impact: N/A Budgeted: N/A Funding Source: N/A Action Proposed: Finalize the Commercial Design Standards for the Ordinance Staff, Planning and Zoning, & Council comments: Kurt Hibbert reviewed the Commercial Design Standards in Ordinance 907. He reviewed the need to implement the Ordinance for the Highway Business District, Commercial Business District, and the Professional Office Overlay Zones. These Design Standard would help maintain the image of Rexburg. It deals with the design and scale of buildings and the need to have buildings blend into the Community. The Planning and Zoning Commission has recommended establishing this Ordinance as soon as possible. Planning and Zoning discussed the possibility of having a larger structure built with a Conditional Use Permit. An Ordinance is needed to help enhance the appeal of the Community. Stephen Zollinger explained that the Design Standards may see some challenges. It is the desire of Planning and Zoning Commission to pass the Ordinance as soon as possible. Stephen explained that the Council could do a moratorium for 180 days to allow "due process" for the review of the Commercial Design Standards Ordinance. City Council: Marsha Bjornn moved to consider Ordinance 907 as V read and approve a moratorium on buildings in excess of 36,000 square feet for a period of 180 days or until the passage of Ordinance 907 which would end the moratorium; Shawn Larsen seconded the motion; Discussion on the requirements to put a moratorium in place for up to one year. all voted aye, none opposed. The motion carried. Proposed Motion: CITY OF REXBUNG AMERICAS FAMILY COMMUNITY Agenda Item # 7-D Date: April 15, 2004 Item: Hwy 20 Corridor adjacent to Rexburg Initiated by: Planning and Zoning Financial Impact: N/A Budgeted: N/A Funding Source: N/A Action Proposed: Develop a beautification zone for the Hwy 20 Corridor Staff, Planning and Zoning, & Council comments: Kurt Hibbert reviewed the need for buffering along Hwy 20 to allow regulation of site plans that boarder Hwy 20. Kurt proposed a design review corridor along Hwy 20 per Planning and Zoning. Council Member Oakey moved to schedule a work meeting with the Planning and Zoning Commission to work on the Hwy 20 Corridor issue; Council Member Pugmire seconded the motion; all voted aye, none opposed. The motion carried. April 15"' at 6:00 p.m. in a Planning and Zoning Meeting. Kurt and Council Member Erickson will carry it forward to the Planning and Zoning Commission, Proposed Motion:
