I, Frank Melo, property owner of Buena Vista; have been informed by the Rexburg
Police Department Compliance Officer (Natalie) that my property does not have
permission to have cars parked in a city easement in front of my property.
I purchased this property about a year ago from Blanch Keller as a BYU-I single women
student housing.
I was informed to talk to Mr. Christensen in Planning and Zoning for a possible solution
to the continuance of the current easement being used for parking by Buena Vista. While
speaking to Mr. Christensen, he informed me that he had researched the property city
minutes at the time of the request for Buena Vista to be converted to single student
housing and that it had been approved by the city. however, no discussion was addressed
in the minutes in regards to the permission of the easement being used for parking.
Currently Buena Vista provides its residents 7 parking spaces including the city
easement. Buena Vista maximum capacity is 21 single students. I would also ask that the
property be allowed to be used for the rest of the residents as pedestrian residents.
I come to you for the consideration of this city easement continuance use by the Buena
Vista tenants of BYU-1 students, so they can park their cars. BYU-I has experienced a
continued increase of students and parking is one of the great difficulties of each property
owner to accommodate these students with vehicles.
It would be greatly appreciated that the city mayor, council and planning zoning allow
this easement to be used for the current allotted spots, and the rest of the students can
walk to the university.
I conclude with the appreciation of the above identities to take a minute of their busy
schedules and consider my request.
