HomeMy WebLinkAboutLETTER - 10-00381 - Targhee Professional Offices - 859 S Yellowstone - Rezone to MU2Recommendations from the East Main Neighborhood Association November 4, 2010 The East Main Neighborhood Association believes any changes to this area need to blend into the existing neighborhood as best as possible. There are homeowners who intend to continue living in this area, even if the rezoning is approved. In general, the neighborhood association is concerned about maintaining this area as a pleasant area for homeowners to continue to live. We particularly ask the city to study traffic patterns so other areas of this block and other adjacent blocks are not impacted by increased traffic flow. Adequate parking in Professional Plaza has been an issue for several years. The neighborhood association asks the city to closely study any proposal prior to approval to ensure adequate parking is provided for customers and employees. If the Mixed Use 2 zone is approved, the association recommends the following conditions be attached to the approval: 1. Setbacks of buildings from the street must match the average setback of the existing homes along the block. 2. Front yards must be maintained in landscaping that match the existing homes in the neighborhood. 3. Parking is only allowed at the side or back of the buildings that face the street. No parking is allowed in the front yards of the buildings. 4. No lot or parcel of land in the Mixed Use zone shall have a building or structure which exceeds a height of two and one-half (2 %) stories with a maximum of thirty-five (35) feet, measured at the top of building's horizontal wall. Chimneys, flagpoles, or similar structures not used for human occupancy are excluded in determining height. 5. No telecommunication towers are allowed. 6. Residential Lighting Standards are applicable as described in Chapter 4.14, Supplementary Regulations. 7. The city must verify that sufficient parking is provided before approval of specific projects within the zone is given. 8. Because approval of specific projects will be made by the city staff and not the Planning and Zoning Commission, the East Main Neighborhood Association and local homeowners must be given the opportunity to see the plans and verify that the proposals meet all city codes before final approval is given by the city.
