Summary
AT&T has an existing telecommunication on the light standards at the BYU Idaho
football stadium. The Lease between AT&T and BYU Idaho is expiring on August 14,
2009 and AT&T is decommissioning the existing site. The existing site covers primarily
the West side of the BYU Idaho campus and the residential and business areas from the
West side of campus to approximately the freeway.
AT&T originally proposed a telecommunication facility disguised as a flag pole in Porter
Park. However, because of the Radio Frequency and coverage requirements, the
proposed flagpole needed to be 90' tall and approximately 40" in diameter. This proved
to provide undesirable aesthetics to the historic park and the proposal was denied by the
Rexburg City Council.
The area to which AT&T wishes to provide coverage is zoned primarily "Medium
Density Residential" and "High Density Residential." The Rexburg Wireless
Telecommunication Tower and Antennas Code 16.04 currently does not allow
telecommunication installations on multi -family dwellings. Antennas can be placed on
dwelling rooftops with associated equipment on the ground or located inside the building.
If required, antennas can be hidden from view and there are numerous options to
disguising antennas on these types of buildings. This is a proposal which AT&T is
requesting the City consider.
The primary purpose of AT&T addressing Planning and Zoning is to propose a
temporary option to the City so that AT&T can continue uninterrupted coverage in the
area, more particularly, continued 911 services for AT&T customers.
AT&T's Proposal
After careful consideration and research, AT&T has found a solution to providing service
in the above-described area. In order to best provide coverage, AT&T will need to install
two separate telecommunication facilities. AT&T ask that Planning & Zoning approve
and allow AT&T to install temporary telecommunication facilities at two different
properties while AT&T works with the City by going through the proper zoning approval
processes for the permanent facilities.
Temporary Facility 1
AT&T asks that it be allowed to place a temporary facility at 164 W. 1" N., Rexburg, ID.
The property is owned by Steiner Elevators, Inc. AT&T has approached the property
owner is negotiating a temporary lease with the property owner. The AT&T antennas
will be placed on the existing grain elevator and the associated equipment will
temporarily be placed on a trailer at the bottom of the grain elevator structure.
This type of telecommunication installation currently requires Administrative Approval
by Planning and Zoning. The Planning and Zoning Department currently has 60 days to
respond to this type of application. Because of the urgency required, AT&T asks that
Planning and Zoning allow AT&T to move forward with this installation on a temporary
basis while it completes the zoning approval application and all other documents required
by the City.
Temporary Facility 2
In order to provide the best coverage, particularly coverage inside of the apartment
buildings to the West of the BYU Idaho campus, AT&T will need to place a second
temporary facility at 120 W. 4t' S. This particular installation is known as a "C.O.W." or
"Cell on Wheels." This is essentially a tower with associated tower equipment on a
trailer. The tower itself will extend approximately 45'-50' feet in height. A picture is
attached for reference. The current property owner, Bear Tooth Development has
expressed interest in providing space in the building parking lot and is currently in
temporary lease negotiations with AT&T.
