Hierarchy of internal roads could be optimized
more. People coming off of University will have
a tendnency to deviate from lanes if not
optimized. This could impact location of
easements. "collector' roads internal to project
should be tree lined and wel difined to help
drivers understand route expectations.

To mitigate impacts of large parking lots, more
landscaping should be included. Trees for
shade, etc. Drainage swales should be looked
at instead of underground detention. This would
increase areas of landscaping, and provide
areas for snow storage.

Roads off of the proposed Mikan Drive should
line up for traffic managemet purposes. Le.if
there is a signal warranted at some point, the
streets lining up makes this more practical.

Tamana Place, the road, should be looked at
for grades as the terrain appears very steep.
Also, the road should be renamed with "Loop"
instread of Place. This would be consistent with
what we have required in the past, e.g. Union
Loop and lets drivers know that the road does
not contiue.

Mikan Drive should be named 7th West, as this
is generally where the grid falls for that road.
Naming it Mikan Drive will require developments
to the north and south of this project to conform
to that name. Naming streets on the grid aids in
navigation for citizens, delivery vehicles, and
emergency services.

Due to the complexity of this plat and the time
involved for review, planning staff cannot verify
that that all site plan issues are resolved.
Phases should be identified and then each
phase can have it's own master site plan. This

will allow a better review. We did this with
Henry's Fork Plaza. It is resulting in better
coordination as each building permit is applied
for. The Commission was able to require
staggering of buildings to break up the corridor
effect.
There are not pedestrian connections from
public rights-of-way to front entrances to
buildings, particularly the bix-box stores. These
routes are important to address now as they
can impact where driveways are located and
thus where easements are located. Pedestrian
routes should follow the "collector" routes and
have sidewalks and landscaping.
The smaller lots for commercial use are not
advisedable, as there is not sufficient
information to determine if snow storage,
setbacks, parking, etc can be satisfied. The
proposal should be broken in to phases each
phae being laid out in detail. This may result in
another situation like the Valley Wide CO -Op
where the applicant shortly after platting was in
asking for waivers to setbacks, and sidewalks
due to the lots not being large enough. The
designer of the project later admitted that this
was their fault. This subdivision should be
looked at as a concept, with only certain
portions being looked at for prelimary platting.
Greenscape is not calculated. Lot coverage for
RBC is 30% maximum, including buildings and
structures.

Public Works Review 1. The required right-of-way dedication along
South Yellowstone has not been shown on the
plat. This didication will need to be provided to
have adequate access along South
Yellowstone.
2. The new access shown between the
Marriott and University Blvd. is not wide enough.
The connection onto South Yellowstone must
be at least three (3) lanes with adequate radii
for truck turning movements into the
development.
3. Preliminary street grades for the proposed
residential area along 5th west was required by
privious reviews. These have not been
submitted.
4. Access between the Marriott development
have not been shown on the preliminary plat.
5. In general the smaller lots do not indicate
adequate snow storage areas. The building
and parking lots cover the majority of the lots.
